Community Social Organization Under The Three Social Linkage Practice Mechanism Cultivation And Development Research

At present,a new round of social governance reform and innovation constantly reshapes and adjusts the relationship between the state and the society,and between public and private rights,and makes a governance practice based on local needs come into being--the reform project of "linkage of the three societies".Although developed areas of 3 club linkage of grassroots governance practices proved that through the community social organizations use of third-party platform,can effectively make up for the government and market in the development of community service,the relationship between active community culture,community cohesion level of defects and deficiencies,to further deepen the democracy at the grassroots level autonomy system has great benefits,but suffers from east and west "money" and "power" the reality of the gap,the three social linkage projects to nurture and development of our country community social organization of the overall effect is not ideal.As a new path to connect the relationship between the government and residents,it is still worth examining whether the linkage between the three societies can effectively promote the development and construction of community social organizations,so as to achieve the goal and effect of grassroots governance innovation.It is of great theoretical value and practical significance to carry out empirical research on the joint cultivation and development of community social organizations and summarize the experience and lessons in the process of cultivation and development.Based on linkage to kaili community X 3 club of the pilot project on field investigation,from the Angle of optimizing the structure of governance power at the grass-roots level,to explore in the process of the project practice,the X community to foster community social organizations of the ground effect,by showing linkage main means of communication,operation mode and the residents’ main body participation way,to draw the outline of breeding process relationship graph,further clarify the logic behind is a reflection of the system,the cultivation mode of structural limitations to analysis,at the same time,this article will be working in irfpa using other community cultivation experience,on the basis of proposed according to the actual community,put forward some new comprehensive work path,In order to inject new blood into the development of community social organizations,so that community social organizations in the development of the power to gain substantial improvement.Through field investigation and research,this paper finds that,firstly,the linkage of the three societies,as a new thing extended by the reform of national social governance,has attracted much attention from the society.From the policy design to the project publicity,until the implementation and assessment of the project,there are the actual participation and contribution of various subjects;Second,there is a gap between the effectiveness of the project of the three social organizations’ linkage cultivation and development of community social organizations and the original goal setting,and there are multiple dilemmas in the cultivation action.The unsatisfactory results are mainly manifested in the absence of significant improvement of residents’ awareness of participation,the lack of obvious optimization of community governance structure,and the lack of characteristic governance experience.The dilemma of cultivating action is partly divided and limited in cultivating resources,obvious interest-driven effect,and insufficient endogenous momentum of development.Third,there is great room for improvement in the activities of community social organizations to cultivate and develop the linkage of the three societies.We can make breakthroughs from the aspects of optimizing linkage mechanism,responding to the development needs of community social organizations,and leading organization construction by Party building.In short,As a traditional way of social management to the modern practice exploration of social governance system,three social linkage model created by the community social organizations,by taking grass-roots public service functions,actively fully alleviate the pressure of the grass-roots power structure of governance,strong practice of the grass-roots service concept of "people standard",formed the new mode of administrative power and social organizations work.Then,under the deep influence of the traditional administrative governance habits and structural systems,the benefits of social organizations participating in community governance cultivated by the linkage of the three societies are eroded to varying degrees.How to break the original structural constraints and find an efficient way to cultivate community social organizations is the primary topic of the pilot project of the linkage of the three societies.
