In January 2018,the Central Committee of the Communist Party of China and the State Council issued the "Notice on Launching the Special Struggle against Black and Evil",and deployed a three-year special struggle against black and evil.Subsequently,the Supreme People’s Court,the Supreme People’s Procuratorate,the Ministry of Public Security and the Ministry of Justice issued the Guiding Opinions on Several Issues Concerning Handling Criminal Cases of Black and Evil Forces,which made clearer and more specific provisions for crimes committed by black and evil forces.Since the launch of the special campaign against gangsters,judicial organs have handled a number of criminal cases involving gangsters,and the special campaign against gangsters has achieved remarkable results.Among these cases,some of them are crimes committed by rural underworld forces.The current identification of rural underworld crimes is a difficult issue.This has led to a certain gap in the judicial case and system requirements for cracking down on rural underworld crimes.Rural society The degree of improvement in public security and the degree of protection of the people’s lives and property still cannot fully meet the current goals of combating crimes by criminal underworld forces in rural areas.In the context of rural revitalization and the urgent need to further clean up the social and economic environment in rural areas,this article uses the issue of crimes against criminal gangs in rural areas as a guide,starting from the perspectives of law,sociology,and politics,through the summary of crimes committed by gangs in rural areas,Performance and harm and the reasons for its formation,analyzing the problems of grassroots organization governance and legal identification difficulties that exist in the country’s national defense and control of rural underworld crimes,and puts forward corresponding prevention and control countermeasures,so as to continue to provide reference for deepening the normal work of eliminating evils in rural areas under the trend of rural revitalization.This paper consists of preface and four parts.In the preface,it briefly expounds the background and significance of this paper and the research status of the crimes committed by evil forces in rural areas.At the end of the three-year special struggle against evil,the work of eliminating evil gradually turned to normal development.Under the background of rural revitalization,the normalization of the work of eliminating evils in rural areas will help to serve the overall situation of rural revitalization,ensure the overall revitalization of rural economy and society,and consolidate and stabilize the grass-roots political power.There are many academic researches on the crimes committed by evil forces in rural areas in China,and many foreign scholars have analyzed and studied the phenomenon of evil forces in rural areas based on our rural social research.Throughout these studies,the rural evil forces have a strong political color,and there is an inextricable connection between them and grass-roots organizations,which is the difference between rural evil forces and urban evil forces.In the first part,the concept and characteristics of rural evil forces are expounded.The definition of evil forces in rural areas is mainly divided from two aspects: the source of personnel structure and the place where illegal and criminal acts occur.The main way is to run across villages and oppress the people,and the clan forces are outstanding.Based on these characteristic,the concept of evil forces in rural areas is put forward,and its characteristics include obvious regionality and complex organization members.In the second part,it expounds the manifestation and social harm of crimes committed by evil forces in rural areas.Rural black and evil forces mainly solve problems through group confrontation and violent conflicts,and sometimes they rural areas.By rebuilding rural social,economic and cultural construction,establishing a perfect rural legal system,strengthening the capacity building of grass-roots organizations,gradually strengthening and perfecting the management and guidance of grass-roots organizations on rural social,economic and cultural construction,and doing a good job in preventing and controlling evil forces in rural areas.In identifying and cracking down on the difficulties of criminal cases,it is proposed to strengthen the crackdown on the crimes of rural evil forces by collecting evidence through big
