Analysis On The Causes And Countermeasures Of Crimes Committed By Rural Underworld And Evil Forces

since the launch of the special struggle to "eliminate triads and evil forces" in 2018,the party and the government have paid more attention to creating a safe,healthy,harmonious,stable and orderly political,ecological,economic and living environment for the people at the grass-roots level and in rural areas.Therefore,it is an important content for China to truly realize the harmonious development of society to study the crime of underworld and evil forces and effectively resolve the unstable factors of public security in the current rural society.According to the research results of Chinese scholars on the black and evil forces,based on the basic theory of the crime of the black and evil forces,the author clarifies the concept of the crime of the rural black and evil forces,and analyzes the crime of the rural black and evil forces in China with the relevant cases of the China judicial document network and the website in recent three years as samples.From the perspective of criminology,this paper tries to focus on the causes of the crime of rural underworld and evil forces,and puts forward the corresponding preventive countermeasures.This paper is divided into four parts.The first part clarifies the concepts of "black" and "evil" based on the definition of the connotation of black and evil forces,and defines what is the crime of rural black and evil forces on this basis.The second part,based on the statistical cases,analyzes the organizational characteristics,behavior characteristics,purpose characteristics and personnel characteristics of the crimes committed by the underworld and evil forces in rural China.The third part analyzes the 100 selected cases from the perspective of system structure crime cause theory,and divides the crime causes into social causes and individual causes.The deep influence of feudal thought and criminal subculture in rural areas,the decline of the control ability of grass-roots autonomous organizations,the weakness of rural public security forces and the lack of crackdown are the main social reasons for the crimes of rural underworld and evil forces,the existence of protective umbrellas The main individual reasons for the crimes committed by the black and evil forces in rural areas are the weak legal awareness of the criminals of the black and evil forces and the victims’ dare not protect their rights.The fourth part puts forward the corresponding countermeasures on the basis of the causes of the third chapter,puts forward to eliminate the criminal subculture,get rid of the feudal thought,and take the construction and supervision of grass-roots autonomous organizations as the focus of preventing the crimes of rural black and evil forces from the social macro point of view.At the same time,the state should increase investment in rural public security forces and establish the normalization of rural police patrol mechanism.From the perspective of the causes of individual crimes,we should strengthen departmental cooperation,resolutely eradicate the umbrella of crimes committed by rural underworld and evil forces,increase the rights protection education for the people,and focus on improving the comprehensive quality of grass-roots organization personnel.So as to provide a good environment for the healthy development of rural areas.
