Historically,Mafia and evil forces have not only hindered social development,but also,in serious cases,affected the stability of political power.They have become a social cancer that threatens the lives of the people.Therefore,in order to promote social development and progress and consolidate the stability of the political power,it is not only a positive and effective means to control and crack down on the illegal crimes of the black and evil forces,but also an inevitable requirement of social development.From the early 21st century has been 20 years,during this period,our country in view of the black evil forces special battles against illegal crime have been carried out for many times,has achieved fruitful results,black evil forces get legal punishment and criminal gangs are hit,and at the same time,the public security around the country also change once upon a time,get better,purification of the social environment of the strengthened.Although the evil forces have been effectively controlled and attacked,with the continuous development of society,the evil forces have not been completely eradicated.Compared with the traditional forms of illegal and criminal activities,they show different characteristics from the past.For example,criminal organizations are more insidious,crime forms are more varied and crime fields are more extensive.In the long run,it is an indispensable work to carry out the special fight against Mafia and evil in order to ensure the healthy development of society and the continuation of the effect of social governance.In order to maintain the healthy functioning of society,the state has intensified efforts to eradicate the illegal and criminal forces of the Mafia.On January24,2018,the CPC Central Committee and the State Council jointly issued the Notice on the Special Campaign to Crush Against the Mafia and the Illegal and the Illegal.In view of China’s current situation,the Circular not only extends the previous policy of cracking down on the Mafia forces,but also formulates a scientific governance strategy of "treating both the symptoms and root causes and comprehensive treatment".Moreover,social stability and development depends to some extent on the stability of the grass-roots level.As the smallest unit of social governance,grass-roots political power is also the key to the success or failure of the whole social governance.Therefore,the eradication of the black and evil forces at the grass-roots level has become the top priority of this governance.In order to make the special struggle carried out by our country achieve a good strike and governance effect,it should be under the leadership of the state,multi-department joint governance,the whole society to participate in this social comprehensive governance work.This paper takes the crime cases of Mafia forces in a city of Henan Province in nearly 3 years from 2017 to 2019 as the research sample,through the data analysis of the educational level of the criminal subject,the age involved in the case,the criminal record,the means of committing the crime,and the seriousness of the gain,etc.,Summing up the number of organized crimes of evil forces in this city presents an increasing trend,the number of minors,unemployed people and people with criminal record keeps increasing,the means and forms of crime tend to be hidden and diversified,and gradually infiltrate into the economic field and political field in the development trend.On this basis,it analyzes the causes of the above phenomena and characteristics from the aspects of social management,law and judicial handling.Found that the management of the floating population and special crowd weakening caused by bad competition of market economy,and settle disputes clues found in the high cost of lawsuit,judicial case of lack of channels,investigation evidence collection is difficult,to make arrests difficulty ascending,not enough precision strike,lack of coordination degree between the organs of political science and law,and so on for the city of henan province black evil forces crime spread provides an empty Between.Finally,combining with the reality of the city,this paper puts forward the prevention and control measures to curb the crime of the black and evil forces in this city.It is expected to provide reference for Henan Province to effectively prevent,control and attack the crime of Mafia forces.After adjusting the contents of Chapter II and Chapter III,corresponding modifications should be made starting from the characteristics.
