Research On Social Governance Innovation Under The Guidance Of Grassroots Party Building

With the rapid development of the market economy and the acceleration of the two yuan of urban and rural areas,people’s ideas,ways of thinking,the composition of the community,the pattern of interests have undergone profound changes.Correspondingly,as an important driving force for grassroots social governance,grass-roots party organization setting,organization system,operation procedure,basic security elements are undergoing dramatic change,to a certain extent has influence and leading force of virtual,weakening and marginalization phenomenon.Economic base determines superstructure.Under the background of market economy and urban and rural planning,how to play the leading role of the party building to lead social governance has been the focus of the central decision-makers.In the third Plenary Session of the 18 th CPC Central Committee,the party put forward to give full play to the core role of the leadership of the party in the social governance,for the first time to promote the modernization of national governance system and governance capacity.Grassroots party building work how to adapt to social change,leading social governance,which is a major direction of grassroots practice,but also a major area of social governance research.In this paper,Ningbo District,Beilun City,the grass-roots party building model innovation to boost social governance innovation as a starting point,analysis of the current situation of grassroots party building and social governance under the leadership of the challenges.On the basis of the above,the author tentatively explores the ideas and measures of the innovation of grassroots party building and the social governance innovation.The first part is the introduction,mainly expounds the development background and significance of the study,domestic and foreign research situation,the definition of social governance,regional party building,grass-roots party building and other core concepts,and the relationship between the two is briefly analyzed,finally from the collaborative governance,function theory and multi center governance theory as the theoretical perspective,for the grass-roots party construction leading sought legal basis of social governance innovation.The second part of the paper mainly expounds the exploration and practice of the regional party building in Ningbo to lead the innovation of social governance.First,from the situation of status,background,explore the implementation agent are introduced in this paper to explore why area of Party of Beilun District,then introduces the area of Party leading social governance framework and practical results.The third part of the article mainly describes the current situation and problems of the grassroots party building work to lead social governance innovation.This part mainly introduces the present situation of the grass-roots social governance,analyzes the existing problems,and puts forward the new requirements for the grass-roots party construction.The fourth part of the paper mainly expounds the ideas and Countermeasures of grassroots party building innovation leading social governance innovation.This part mainly from the point of view of the problem,analyzes the path and Countermeasures to improve and improve the grass-roots party building to lead social governance.The fifth part of the article is the conclusion part,mainly expounds the Enlightenment of optimizing social governance under the guidance of the grass-roots party building.
