Rivers and lakes are important carriers of national water resources.The health of rivers and lakes is related to the benign development of water environment,the social and economic development of the country and the healthy and happy life of the people.At present,our country has entered a new stage of development,standing at a new starting point,adhering to the concept of high quality development,high quality management of rivers and lakes is also on the agenda,high quality water resources and water environment can fully open a new era of high quality development escort.As a core system of river and lake governance from emergency strategy to national level," river-chief system " has attracted much attention since its birth.There are many rivers and lakes in Shandong Province,the water system is staggered,the river channel is many,the protection work is heavy.The implementation of river length system is an effective measure to solve the complex water problems in the province.However,there are many legal problems in the practice of this system.This paper takes the river-chief system of Shandong Province as the research object,mainly uses the literature research,the comparative analysis,the field investigation method,takes the river length system connotation,the function and the development course as the breakthrough point,combs and analyzes the province development present situation.Since 2017,the "river length system" has been carried out in an all-round way,and great progress has been made in the work of river length system in Shandong Province through several years,but there are still many problems to be analyzed and solved.Through the analysis of the problems and dilemmas existing in the concrete practice,it is found that the main problems in the practice of "river-chief system" in Shandong Province are: the relevant legislative work is not perfect,the authority allocation of the responsible subject is vague,the supporting river and lake governance and protection mechanism is not perfect,and the social supervision is weak.Through the comparison and analysis with the domestic and foreign experiences,the experiences that can be used for reference include: forming a perfect and sound legal system,constructing a clear responsible institution for watershed management,strengthening coordination and coordination among watersheds,paying attention to supervision and paying attention to public participation.Furthermore,the paper puts forward the following strategies: improving legislation according to local conditions;speeding up the clear and detailed allocation of relevant responsibilities,giving prominence to the key position and pivotal role of specialized agencies;promoting the innovation and integration of supporting mechanisms by upgrading and optimizing the linkage of joint service,joint prevention and co-governance,and long-term supervision mechanism;increasing publicity through correct public opinion guidance,relying on information and data communication technology to guide public participation,and creating a good atmosphere of "co-construction,co-governance,co-protection and sharing" among the whole people and society. |
