| The report of the 19 th National Congress of the Communist Party of China pointed out that "we should build a social governance pattern of co construction,CO governance and sharing,strengthen the construction of community governance system,push the focus of social governance down to the grassroots level,give play to the role of social organizations,and realize the positive interaction between government governance,social regulation and residents’ autonomy." Subsequently,the Fourth Plenary Session of the 19 th CPC Central Committee stressed to accelerate the modernization of urban social governance,and the Fifth Plenary Session of the 19 th CPC Central Committee stressed to continue to do a good job in the follow-up assistance work of poverty alleviation and relocation,and formulated the guidance on community governance work of centralized resettlement for poverty alleviation and relocation.The relocation and resettlement community of ex situ poverty alleviation is a new community built in recent years,which is an important measure to win the battle of poverty alleviation on schedule.The governance of such communities will be the focus of our current and future attention.This study takes f community as a case.This paper mainly uses the secondary analysis method of literature research method and the unstructured interview method of field research method to collect data,and investigates the governance status of F community.Based on the theory of multi governance and community development,firstly,this paper combs the governance practice of F community,and finds that the governance subjects of F community present a trend of diversification,including grass-roots party organizations,governments,grassroots mass autonomous organizations,social organizations,property management companies and immigrants.Secondly,it expounds the functions of the multi subjects in participating in the community governance and the construction of the multi subjects joint governance mechanism.Thirdly,it discusses some difficulties in the process of multiple subjects participating in community governance,including the weak foundation of grass-roots party organizations,the lagging construction of new community party talent team,the absence of roles and functions of grass-roots government,the insufficient supply of public services,the evolution of mass self-governing organizations into quasi administrative organizations,the imperfect management system of community workers,and the lack of material resources The results show that the role of industry management company is vague and the conflicts and disputes are complex;the participation motivation of social organizations is insufficient and the participation channels are insufficient;the institutionalization degree of Community Immigration participation is low and the participation ability is lack.Finally,the paper puts forward the path to solve the dilemma of multi subject governance in Qianbei ex situ poverty alleviation and relocation F community,including consolidating the organizational foundation of the community party,improving the ability construction of Party members and cadres;accurately positioning the role and function of the government,improving the supply capacity of public services;clarifying the tasks of grassroots mass autonomous organizations,improving the management system of community workers;accurately positioning the property management The government should build an information platform for social organizations,and social organizations should enhance their own capacity building;the institutionalized construction of immigrants’ participation in community governance should be improved,and the ability of community immigrants to participate in governance and the community awareness of immigrants should be improved.This study believes that these dilemmas exist in the multi-agent participation in community governance of the ex situ poverty alleviation,relocation and resettlement community,which is an inevitable process of community development.Because at this stage,each subject is restricted by its own ability and external environment,and each subject has its own purpose or can’t do anything to participate in the resettlement community governance.The multiple subjects of governance are still in a stage of interest separation and integration balance.Therefore,in the process of multi subjects participating in the governance of the future ex situ poverty alleviation and resettlement community,the first is to establish relevant incentive mechanism and system guidance,the second is to form a mechanism of cooperation and resource integration,and the third is to clarify the responsibilities and obligations of each subject and strengthen the construction and implementation of the supervision mechanism.Under the rules of mutual recognition in concept,mutual trust in society and shared responsibility in responsibility,the multi subjects should give full play to their respective advantages and form a mechanism of CO governance of multi subjects,so as to build a new community of peaceful,harmonious and orderly development. |
