Research On The Realization Path Of Police Data Collaborative Governance

"Data driven" has become a global trend,many industries at home and abroad began to pay attention to data governance and industry value creation.With the continuous advancement of public security information construction,police data has penetrated into the main police work of crime prevention and strike,social security prevention and control,and security guarantee.However,if the police data is not managed and managed effectively,it is not conducive to the development and use of these data resources,but also shackles the development and construction of intelligent police model.In order to comply with the new police reform and the development trend of the times,and ensure the implementation of public security big data strategy,public security organs all over the country are vigorously promoting the police data governance project,but there will be deficiencies in the implementation process.Through theoretical research to analyze the current situation and find out the problems,we can provide valuable suggestions for the development of police data governance work,and promote the wisdom of police better forward development of our country.This paper aims to further promote the application of police data governance,so that it can operate effectively and play a real role.On the basis of combing the literature of data governance and Synergetics,this paper clearly grasps the relevant theoretical knowledge,provides ideas for the construction of police data collaborative governance theory,and expounds the necessity and feasibility,connotation and framework elements of the theory.Then,taking the current situation of police data governance of Haidian Branch of Beijing Public Security Bureau as an example,this paper analyzes the practical problems of grassroots public security organs,and deeply analyzes the causes of the problems,so as to provide a solution for the methodology of police data collaborative governance.Furthermore,combined with the three core theories of synergetic theory,namely,synergetic effect principle,self-organization principle and servo principle,the realization path of police data collaborative governance is proposed.Specifically,the first path is to improve the collaborative effect of police data collaborative governance,through the development of organizational structure,system,process and tool four subsystem rules,in order to dredge the multi-agent data collaborative governance and business communication channels.The second path is to stimulate the self-organization function of police data collaborative governance.Based on the dissipative structure,this paper analyzes the selforganization evolution conditions of police data collaborative governance,and analyzes the inherent rules of police data collaborative governance,so as to provide logical thinking for the orderly operation of collaborative governance.The third path is to optimize the order parameters in the collaborative governance of police data.First,the role of the order parameters of high-quality data is clarified,and then the high-quality police data is guaranteed by monitoring the quality of the whole life cycle of police data.The exploration of these implementation paths can provide practical operation solutions for the subsequent solution of the cooperation problem of police data governance,so as to improve the data governance ability and management level of public security organs.
