Study On High-quality Development Level Of Cities And Its Administrative Influencing Factors

In the period of China’s economic development transforming into the New Normal,high-quality development becomes an important guarantee for city’s sustainable development,and it is of great significance to analyze the developmental quality of cities along the Yangtze River Economic Belt,the national strategic axis of China.In addition,as administrative power plays an important role in city development,figuring out what the influence mechanism is could provide effective reference for government making high-quality development policy.In order to explore the development quality level of cities along the Yangtze river economic belt and how administrative power could affect it,this paper takes cities along the Yangtze river economic belt as the research object,and the years of 2008,2013 and 2018 are selected as the research period,through methods of statistical analysis,multi-level index system establishing,entropy TOPSIS measuring,single factor analysis and multiple linear regression analysis,this paper first analyzed statistical characteristics of social and economic statistical data for cities along the Yangtze river economic belt,and then measured cities’ high quality development level,and last inquired the administrative factors that can impact cities’ high quality development level.The main conclusions of this paper are as follows :(1)Data of cities along the Yangtze River Economic Belt in various aspects is extremely uneven with fault distribution,and there are only a few cities performed well in data.Shanghai ranks first in many kinds of data except ecological environment,and is much ahead of other cities,which means that Shanghai has always been the development leader of the Yangtze River Economic Belt;(2)There are huge differences in the highquality levels of cities along the Yangtze River Economic Belt.The eastern coastal areas,provincial capitals and municipalities are mainly characterized by high level of development,and the number of cities with high quality development level is relatively low.Many of cities’ economic development depends on traditional growth,and their innovation capacity is insufficient.Levels of social services varies greatly,and the quality of ecological environment is not optimistic;(3)Focus on open development,innovative development,people’s life and social sharing in the 13 th Five-Year Plan text will affect city’s development quality,in which the innovative development impacts negatively on high-quality development.The personal attributes of each city’s successive Party Secretaries did not affect the quality of the city’s development in 2018.According to the above conclusion,the paper puts forward some policy suggestions:the high-quality development of cities along the Yangtze River Economic Belt should pay attention to the driving effect of leading regions and the coordinated development of the whole regions,and the government should give appropriate guidance to them.In addition,the government should pay attention to inter-regional infrastructure construction and sharing within the economic belt,and improve residents’ quality of life from the perspective of employment and income,and strengthen the publicity of the concept of high-quality urban development,and attach importance to and strictly implement local environmental protection policies.
