Research On The Capacity-building Of Procurators Of The Grass-roots Procuratorial Organs Required By Service-oriented Organs

As the main body of public administration in a broad sense,the procuratorial organs should participate in social governance and provide public services to the society and the public.In this process,the procuratorial organs need to ameliorate the level of public goods and services provided to society and the public through the capacity-building of the procurators,as required by the service-oriented organs,thus reflecting the responsibilities and historical mission of the procuratorial organs.Therefore,the research on the capacity-building of grass-roots procurators for service-oriented organs has become an important subject in the field of public management,which can produce significant theoretical significance and realistic value to the work practice of public management disciplines and procuratorial organs.By combing through the literature contents of public management theory,service-oriented government theory,service-oriented organ requirements,personnel capacity-building,using investigation and research methodology,comprehensive analysis method and data collection skills,this paper makes the capacity-building of procurators of grass-roots procuratorial organs required by service-oriented organs as the research goal,reviews the current situation and existing experience of the grass-roots procuratorial organs in personnel capacity-building,and also selects district H procuratorate,which has The generally representative grass-roots procuratorial organs carry out case analysis,thus systematically discussing and analyzing the contents of personnel capacity-building in the requirements of service-oriented organs,examining the weak links in the capacity-building of procurators of grass-roots procuratorial organs required by service-oriented organs,and finding that the capacity-building of procurators of grass-roots procuratorial organs has the problem of lack of effectiveness,relevance and innovation in the requirements of service-oriented organs.And,this paper interprets the reasons of the problems and their existence,and apply the countermeasures for the problems in the capacity-building of procurators of the grass-roots procuratorial organs required by service-oriented organs.Moreover,this paper combined with the practical needs of the bottom-level procuratorial work,and this thesis also propose and arouse other available measures for the capacity-building of the procurators of the grass-roots procuratorial organs required by the service-oriented organs,so as to better enhance the level of capacity-building of the procuratorial organs at the grass-roots level.
