| For a long time,there are many problems in the management of police technical team in China,such as unclear position classification boundary,lack of refined management in personnel training and use,and inability of administrative leadership positions to meet the promotion needs of many police personnel,which affect the administrative efficiency and service quality.At the same time,the police technical police and other police are in the same promotion sequence,so they can’t give full play to the advantages of police technical specialty,which results in some prominent problems such as blocked promotion channels of police technical police and serious "pressure on duty and rank" at the grass-roots level.The police technical police of border inspection organ is responsible for maintaining national sovereignty,safeguarding national security,maintaining port entry-exit order,preventing and combating illegal entry-exit behavior and other major missions.Whether the promotion system of the team is scientific and reasonable is of great significance.In2018,the state officially issued the reform plan for police technical post sequence of public security organs(for Trial Implementation),establishing police technical post sequence,and the police technical specialty of border inspection organs will participate in the reform of police technical post sequence of public security organs.At present,scholars at home and abroad have carried out a lot of research on the reform of the police force system,but there are only a few researches on the reform of the technical post sequence of border inspection organs.Zhuhai border inspection station is adjacent to Hong Kong and Macao,and its subordinate border inspection stations span six cities including Zhuhai,Zhongshan,Jiangmen,Yangjiang,Maoming and Zhanjiang.The police technical team has undertaken the task of police system research and development of the national border inspection authorities,with special location characteristics and team management characteristics.Therefore,taking Zhuhai frontier inspection station as an example,the investigation and Research on the transformation and implementation of police technical post sequence reform will provide targeted reference for the further improvement of police technical post sequence reform.From the perspective of the current reform of police technical post sequence in the public security organs,taking Zhuhai border inspection station as an example,based on extensive literature search,this paper first expounds the relevant concepts and theories in this paper.Secondly,the author combines the current situation of the police technical post sequence team in Zhuhai frontier inspection station and the interview results,and fully considers the impact of the reform of the police technical post sequence,analyzes the five problems and the reasons of the reform.Thirdly,on the basis of fully learning from the beneficial experience of domestic and foreign police sequence reform,combined with the current situation of police technical job sequence reform of Zhuhai frontier inspection station,the author puts forward the following suggestions for further improving the reform of police technical job sequence of Zhuhai frontier inspection station: exploring the upgrading of organization level,strengthening respect for technical concept,attaching importance to incentive and guarantee mechanism,Solidly Promoting supporting measures,and improving all kinds of measures Assessment mechanism and other countermeasures and suggestions. |
