As the front line of the national reform and opening-up,with the rapid economic growth and the acceleration of industrialization,Guangdong’s social flow of people and logistics intensity is second to none,this has brought the enormous challenge to the local social security order and the social management.In the face of the increasingly complex public security situation,the pressure of the Public Security Bureau has been increasing,forcing the Public Security Bureau to show a new and higher demand on the overall police force and the individual ability.As a result,the Public Security Bureau at all levels in Guangdong Province has paid more and more attention to the training of in-service police officers,especially the training of new recruits.In recent years,Public Security Bureau throughout the country,especially the more economically developed Yangtze River Delta Economic Zone and Pearl River Delta,have paid more and more attention to the connotative and non-growth growth of the police force,and the first performance in the new police training on the importance of work.In these places,the Public Security Bureau has extended the training time of the new police,and has sought to improve the training performance level by increasing the training time,strengthening the training effect.However,it still falls short of the expectations of the Public Security Bureau and the actual needs of the public security forces.In order to solve this problem,we should put the performance evaluation of new police training into an important position to improve the training work.By collecting various theories of performance evaluation,this paper makes a detailed contrast and analysis between the training of new policemen at home and abroad,and chooses Guangdong Public Security Bureau as the concrete research object.Through the construction of the four-quadrant new police training performance evaluation model,this paper makes a more scientific evaluation and ranking of the performance of the newly recruited police education and training.At the same time,through the questionnaire survey of the graduated new police officers,we further found the training problems,and conducted in-depth research on different problems,thus proposed solutions.When constructing the performance evaluation model,the author innovatively proposes two dimensions of learning performance indicators and work behavior indicators from the perspectives of training units and employers.At the same time,the four-quadrant concept is used to divide the samples into four categories.Take the sum of the two numbers,which is bigger is better as the first principle.Take the distance from the point to the line,which is closer is better as the second principle.It solves the problem of performance arrangement better.It breaks the situation that only qualitative analysis is done to training performance,makes comprehensive quantification to training performance,avoids the interference of subjective factors as far as possible.It can intuitively present the performance distribution,which is a useful exploration of the police training performance evaluation.At the same time,this paper points out the problems existing in the current performance evaluation,makes in-depth research on the different problems,and puts forward the countermeasures and solving strategies for improving the training performance of the new police.Some suggestions put forward in this paper can provide strong support for Guangdong Public Security Bureau to build a group of new police forces with high quality and high level,meeting the new requirements of the new era and new situation.It also provides a useful reference for the training of new police.
