| As China enters the new development stage of the "14th Five-Year Plan",new information technology is further applied to improve the level of informatization in various fields of society.The court system is vigorously promoting the construction of smart courts and deepening the application of smart courts in government affairs.Informatization construction has become an important means to promote the modernization of court management.Scientific evaluation of its construction management,operation and maintenance,and effectiveness is the basis for improving and perfecting court informatization and providing efficient and convenient legal services.Therefore,it is of great practical significance to carry out performance evaluation of court informatization projects.Based on the development and application trend of court informatization in recent years,this paper conducts in-depth research and analysis on the performance influencing factors of court informatization projects,researches and designs the performance evaluation indicators of informatization projects,and establishes a three-level evaluation index system covering the whole process of construction,application,and operation management.Among them,there are 4 first-level indicators,10 second-level indicators,and 30third-level indicators.At the same time,a multi-level fuzzy evaluation model is established by comprehensive application of AHP and fuzzy evaluation method.Then,use the above index system and evaluation model to carry out on-the-spot evaluation on the performance of an intermediate court informatization project in central China.The overall evaluation results and analysis,the evaluation index system and evaluation model constructed have certain practicability. |
