| Since the 19 th National Congress of the Communist Party of China,the form of inner-party supervision has been constantly optimizing,and the mechanism of accredited supervision of discipline inspection,an important part of inner-party supervision,has also been gradually improved.As an integral force in the field of supervision,the performance of the dispatched team has the most direct and specific impact on the effectiveness of combating corruption and upholding integrity.The 19 nth National Congress of the Communist Party of China pointed out that it is necessary to establish a supervision system of unified command,universal coverage,authoritativeness and high-efficiency,putting forward new requirements and new directions for the accredited supervision work.After a period of work in practice,the management philosophy,institutional mechanism,and operation mode of the discipline inspection organization have been increasingly improved,but compared with the development demands of the new area,especially in the areas of social governance and the development of the supervision and management system,the functional performance of accredited organization of the discipline inspection remains unsatisfactory.Therefore,studying the potential problems in the operation of the accredited organization of discipline inspection in the new area,and further analyzing and solving the problem bear certain practical significance and theoretical value for further improving the accredited supervision system.Based on the relevant literature and research at home and abroad,this thesis takes County B of Jiangsu Province as the research object,analyzes the status quo of the accredited organization of discipline inspection in County B from the perspective of principal-agent theory,introduces the operation and primary results of the organization,and analyzes the problems and deficiencies in the accredited supervision work of County B,including the improper operation of accredited supervision work,the irregular reporting and disposal of case clues,the low efficiency of performing disciplines of accredited supervision,and the weak sense of responsibility and business capabilities of some cadres.Through analysis from the perspective of the failure cause in the principal-agent theory,it is found that the reasons for the problem of the accredited supervision in County B include inconsistent goals,information asymmetry,incomplete contract,and imperfect incentive and restraint mechanisms between the principal and the agent.Through the combination of the power supervision,theory of constraints and the principal-agent theory,analysis has been carried out from the aspects of advancing the integration of the accredited supervision of discipline inspection in County B,strengthening the information management of the supervision,improving the contract of the accredited supervision,and strengthening the incentives and constraints of the accredited supervision.Measures to improve and enhance the effectiveness of accredited supervision of discipline inspection in County B have been initially formed,striving to help the county effectively carry out the accredited supervision work.This study provides effective solutions to the problems in the accredited supervision of discipline inspection in County B,which has certain guiding significance for the practical exploration of accredited supervision of discipline inspection in the County B,and also has certain reference value to grass-root level accredited supervision of discipline inspection in other areas in China. |
