After entering the 21 st century,China’s political,economic and military systems are undergoing constant changes with the requirements of the new era.With the rapid development of the economy,the employment problem has become a local reality.The employment of ex-soldiers,a special group in society,has long been concerned by all circles.If there is something wrong with the employment of ex-soldiers,it will turn into a bad influence on social stability,military morale and even the overall stability of our country.After the 19 th national congress of the communist party of China(CPC),a special department for veterans affairs has been established.Under the background of the new era,whole society have all paid even closer attention to the employment problem of ex-soldiers.Solving the employment problem of ex-soldiers directly needs our deeply thought and reasonable solutions.This paper holds that since the promulgation of the latest regulations on the placement of ex-soldiers(2011),the employment policies of ex-soldiers have been implemented strictly in accordance with the contents of the regulations.However,there are still some problems in the employment status of ex-soldiers due to the different local situations and the institutional reform in the new era.This paper selects Yichang city of Hubei province as the object of observation,and analyses the obvious problems existing in the employment process of ex-soldiers in this city in detail.This paper adopts the methods of literature analysis,systematic analysis,comparative study,field research and so on to explore the employment status of ex-soldiers and the causes of the problems mainly from the aspects of theoretical research and problem analysis.This paper reveals many problems in Yichang.For example,the lack of sound employment policies and regulations for ex-soldiers,the lack of policy implementation,and the lack of personal employment abilities of ex-soldiers,and the low social concern about the employment status of ex-soldiers,too.Then this paper analyses the reasons for the problems above deeply.On the whole,the employment policies for ex-soldiers are strictly implemented in accordance with the provisions and requirements.However,by horizontal comparison,the employment policies for ex-soldiers in various regions are not tailored to local conditions,and the employment policies of direction and terms are not detailed.The subjective initiative of ex-soldiers is ignored.And social benefits are not fully functional.Therefore this paper holds that we should take fullyadvantage of the good timing of the institutional reform,and solve the employment problems of retired soldiers properly.To put forward feasible countermeasures and suggestions,and help retired soldiers to achieve sound and rapid employment,this paper starts with such four aspects as perfecting related policies and regulations,strengthening the policy enforcement,promoting the retired soldiers’ employment ability and promoting social attention. |
