A Study On The Arrangement Of Retired Soldiers In Heze City

The placement of retired soldiers refers to the state in accordance with the relevant provisions and the relevant laws and regulations,after soldiers completed military service period stipulated,demobilized soldiers,compensation funds or other services,an institutional arrangement to return to normal social life.With the development and transformation of social economy in China,the existing resettlement system and resettlement strategy can not meet and solve the problem of the placement of retired soldiers.This paper takes the retired soldiers in Heze as the object of study,and makes a detailed and in-depth study of the resettlement problems and the causes of the retired soldiers in Heze.The main problems include policy support in place,most of the receiving unit is close to saturation,is difficult to accept the new employment of demobilized soldiers and soldiers,employment is difficult to adapt to the new requirements,which is also the main problem of the soldiers.The main causes of these problems include the change of social and economic environment,the imperfection of relevant policies and systems,and the skills of retired soldiers are not enough to meet the needs of the current social development.Reform is often referred to as changing the old system and the old things.The reform is a powerful motive force for the social development to make local or fundamental changes in the old production relationship and superstructure.Since the founding of the people’s Republic of China,the resettlement of our retired soldiers has been followed by the commanding method,which has been sent directly by the government to form a mode of resettlement with Chinese characteristics.With the development of the society,the system energy of this model has been released,and the implementation of the system has been in a plight.How to adapt to the social situation and solve the problem of the proper placement of the predicament needs to be constantly reformed in practice.In 2011,the central government,based on the national conditions,and the reality and the long term,implemented a new retirement soldier placement policy,which made the resettlement of retired soldiers into a new spring.In order to adapt to the situation and make a solid job in the resettlement of retired soldiers,we must start with the necessity of resettlement reform for retired soldiers,and constantly improve the resettlement system for retired soldiers to meet the needs of the situation.The problems and reasons of Heze city resettlement of demobilized soldiers are basedon this article,through reviewing the literature,analyzes and summarizes the advanced experience at home and abroad and the system arrangement of resettlement of demobilized soldiers,summed up the resettlement of demobilized soldiers can be used for reference,from the perfect government resettlement policies,strengthen social attention and enhance their ability of soldiers in three aspects and put forward the corresponding improvement measures,in order to provide some reference for solving the problem of resettlement of demobilized soldiers in Heze city.
