Research On Construction Of Governance Capacity Modernization Of Local Government In China

Local governance is the foundation of the country’s power system. Its ability to govern directly reflects the local economy and social development along with the long-term peace and prosperity of the country. Quick transition to modernized local governance system is required to address the issues and challenges of social transition within our country and to improve the effectiveness of local government. The alleged modernization of local governance is the use of modern means of local government institutions, organizations and ideas to enhance the capacity of local governance and is the process of achieving the goal of high-quality governance. Under the guidance of relevant local government governance theory along with the application of local governance, this study presents the path to modernization of local government administration in order to provide guidance in reform.This study first clearly determines the core concepts such as administration, governance, governance modernization, and high-quality governance to align our understanding of modernized local governance connotations. This study then analyzes the background of modern local governance by pointing out that change is due to a response to challenges of globalization, is a product of popularity in new public management, and is required for the country’s reform. Thirdly, this study reviews the development process of local governance and summarizes the current achievements and issues. The issues we are facing mainly involves the lack of target, weak capacity to implement policies, short in service capacity, weak in level of justice, and lack of crisis response ability. Currently there are many complex management issues, which provide challenges to local governance. Thus the need to modernized governance is apparent. Some methods include institutional governance, democratization, collaboration and increase efficiency. This study provides several solutions to above described issues, they include change in concept to high-quality governance, guidance and supervision of multiple subjects involved, implement scientific analysis, increase service functionalities, promote administration in accordance to law, and optimize federal to local relations.The directional change from control to governance is the reform methodology. This requires reforming at the root level. Modernization of local government administration is a systematic project, which requires management philosophy, innovative system, and pioneer management styles.
