The leading roles of sections or equivalents of Lanzhou New Area are the backbone of the development task of the new area.They are specifically responsible for the implementation of various task in the new area,and implement the work arrangements at all levels within the province,city,district and party committees,management committees,and departments.The arduous task of development in the new district urgently requires that these branch-level leading cadres should be able to give full play to their enthusiasm and initiative.However,under the realistic circumstances of thie Lanzhou New area,incentive and care mechanisms of leading roles of sections or equivalents are not perfect.The humanistic concerns and legal rights and interests of cadres and workers are often neglected.Under long-term,high-intensity work pressure,these leading roles of sections or equivalents are experiencing unfavorable influence on their mind and body.Sensation and sense of ownership are directly tested,and enthusiasm for work are constantly being eroded.The development of the Lanzhou New Area is defined by the state as an important economic growth pole in the northwest region,an important industrial base in the country,an important strategic platform that opens to the west,and an industrial transfer demonstration area.To realize this orientation it is very important and necessary and improve the incentive mechanism for the leading roles of sections or equivalents.On the basis of reviewing the basic theories of foreign incentive mechanisms and domestic cadres incentive mechanism literature,this paper reviews the development course and achievements of the cadre incentive mechanism in China,and proposes a study based on the policies and regulations of the central and local cadres incen,tive mechanism.Questions,examine the significance of research.Introduce the basic situation of leading roles of sections or equivalents in Lanzhou New Area,and conduct questionnaire surveys and interviews on the problems and causes of cadre incentive mechanisms.Based on the Maslow’s hierarchy of needs theory and total compensation theory,it is proposed that there’s five aspects of the problem in the incentive mechanism for department-level leading cadres in Lanzhou New area.
