Research On Indicator Setting For Law-based Government Of Binhai New Area

After established in January2010, Tianjin Binhai New Area (Shorthand for TBNA) Government has been committed to the construction of government under the rule of law. It is very necessary for TBNA Government to construct a complete index for accelerating the building of government ruled by law, so as to achieve the target of being the first to build a government under law in2020. This paper starts with stating the concept, character, value and fundamental principle of the index system of TBNA Government governed by law, and then combining the real situation during law-based government administration of TBNA, with the experience and methods afforded by Shenzhen, Hubei and Guangdong government on how they setup indexes to discuss and design the main content and basic framework of law-based government index system of TBNA. Furthermore, the author is trying to do a tentative exploration in the methods on how to make the examination, and to adjust the problems during the index setting. The contents discussed in this paper are supposed to serve as a theoretical underpinning for the construction of government under law of TBNA, thus upgrading the development to a new level.
