Research On Food Safety Supervision Of Online Meal Ordering In F City Under The View Of Holistic Governance

Network catering is an emerging product of the combination of traditional catering and "Internet +" era.With the continuous expansion of the network catering market,the safety incidents of online meal ordering has been gradually emerged.Strengthening the supervision of online meal ordering has become an important issue in China.In 2015,the newly revised Food Safety Law first mentioned online food supervision,clearly defined the supervisory duties of government regulatory department and ordering platforms,and began the first year of China’s online meal ordering supervision from the legal system.In 2016,CCTV exposed all kinds of chaos and shady scenes of the “eleme” platform,which made us deeply aware that the issue of the supervision of online meal ordering in China still exists.As the first provincial capital city to initiate the national “Network Market Supervision and Service Demonstration Zone”,F city,under the leadership of the newly established market supervision bureau,promulgated relevant rules and regulations,emphasizing online and offline joint supervision and establishing a supervision platform,achieved initial results,basically forming the F city network market supervision model.Through empirical research on safety supervision of online meal ordering in F City,it is found that from the aspects of government supervision,industry self-discipline and social supervision,F city still faces the dilemma of fragmentation and thorny supervision,which is the problem orientation of Holistic Governance theory,Therefore,the theory of holistic governance coincides with the theme of this research.From the perspective of holistic governance,this research conducts an in-depth analysis of the food safety regulation of online meal ordering in the F City,analyzes the problems and causes,and explores feasible countermeasures and suggestions,in order to form a replicable experience in the country,and to provide useful reference for online meal ordering supervision in China.Based on the perspective of holistic governance,this research conducts theoretical discussions and empirical research on safety supervision of online meal ordering in F City.From the perspective of research structure,first of all,combing the study combs the core concepts and basic theories,analyzing the compatibility between Holistic Governance and food safety supervision of online ordering,affirming the feasibility of this research.Secondly,according to the overall governance theory,it combs with the current status of online meal ordering supervision in F City,starts from three dimensions of government supervision,industry self-discipline and social supervision,constructs 25 indicators,uses entropy method to determine index weights,uses fuzzy comprehensive evaluation method to evaluate results,reveals that the government supervision and society supervision dimension has a greater impact on the safety supervision of online meal ordering.The public has a low level of recognition for industry self-discipline and market supervision.Based on the questionnaires and interview results,this study further analyzes the deep-seated problems and causes in the supervision.Finally,it actively learns the practical experience of online meal ordering supervision from domestic and foreign,and combined with the background of the times and the status quo of F city,is supported by overall governance,and proposes feasible countermeasures from the four levels of strengthening top-level design,highlighting overall value,cultivating multiple subjects,and realizing technical supervision.
