Study On Government Regulation Of Food Safety In Online Meal Ordering

In recent years,with the rapid development of “Internet plus”,online meal ordering has also risen rapidly.As a convenient and efficient new business model,it is more and more favored by the public.At the same time,its food safety problem also receives the government’s attention.However,due to the particularity of online ordering,the regulatory of food safety is also difficult.At present,the government administration department has issued relevant measures on the supervision of online food ordering safety,but in general,the government supervision of online food ordering safety is still in its infancy,and there are still many problems in the specific supervision process.This paper reviews relevant literature,uses information asymmetry theory and multi-center governance theory as the theoretical basis of this study,Base on the study of Guangzhou city,and summarizes and analyzes the current government supervision situation of online food ordering in China through literature research,questionnaire survey and interview.To explore the measures to improve the government supervision of online ordering food safety can promote the government to better perform the food safety supervision function of online ordering.This paper studies and analyzes the government supervision work of online food ordering in Guangzhou,and finds the following problems.Firstly,the network order overall standardization degree is low.Secondly,there are blind spots in the supervision process.Thirdly,it is very common to overload and over-the-scope operation.Fourthly,the third party platform of online meal ordering have weak participating awareness of being supervised.To explore the causes of these problems,the specific performance is as follows: firstly,the development of online ordering laws and regulations is relatively lagging behind.Secondly,the increase in the supervision of online meal ordering requirements.Thirdly,the asymmetry of online ordering information is more serious.Fourthly,the online meal ordering supervision resources are inadequate.Fifthly,the social supervision of online meal ordering is absent.In view of the above problems and reasons,this paper puts forward the countermeasures to improve the government supervision of online ordering food safety:Firstly,to improve the network ordering food safety related legal system.There are following three aspects: strengthening the network food market access system;improving the food safety management mechanism of online ordering platform providers;establishing strict food delivered personnel access mechanism.Secondly,to strengthen the network ordering safety supervision system construction.The specific performance is to strengthen the reform ofonline food safety supervision system and mechanism;to strengthen the supervision force of grass-roots network food safety;to increase the supervision of network food safety.Thirdly,to strengthen the supervision technology system construction of network ordering food safety.There are following three aspects: accelerating the construction of information technology for the safety supervision of online food ordering;establishing a safe online live broadcasting platform for ordering meals;establishing food information tracking system.Fourthly,to create a multi-party collaborative social governance pattern.There are following three aspects: strengthening regulatory cooperation with third-party platforms;improving the work efficiency of consumer rights protection;promoting the system of insider disclosure.
