With the increasing proportion of the elderly population and the increasing pressure brought by the aging,the old-age problem of the elderly has become the most important issue of people’s livelihood.Since the implementation of the one-child policy,China’s traditional family pattern of many children and one parent has been transformed into a "421" family structure.The inherent old-age mode has been unable to meet the needs of modern families.As a new pension model which combines family and institutional old-age care,the key to the development of pension industry lies in whether it can be promoted smoothly.In the new era,we should improve the quality of life and happiness of the people,and build a service type.The government is the important subject of building a well-off society in an all-round way.In order to develop the endowment industry,combining with the actual situation of our country and drawing lessons from the advanced experience of foreign countries,this paper puts forward the way for the government to purchase the home pension service,and the government as the purchaser of the service,not as the provider of the service.In order to improve the quality of public services and the use of funds to meet the diversified needs.The government of Tiexi district of Shenyang actively explores how to provide the service for the aged at home by purchasing services from social organizations,which is a new way to build a service-oriented government.In Tiexi District of Shenyang,the government’s purchase of home pension service is still in its infancy.There are still some problems,such as insufficient purchasing power of the government,low service quality,imperfect laws and regulations,imperfect supervision and evaluation system,and so on.This article uses the comparative analysis method,the literature research method,the investigation method,through the analysis to the government purchase the present situation and the question of the home old-age care service,unifies the new public service theory to pursue the public interest,regards the citizen as the center idea.In view of the three angles of improving the supply level of service resources,perfecting the government purchase system and perfecting the relevant policies of government purchase service in Shenyang City,this paper puts forward to improve the government purchase of housing in Tiexi District of Shenyang City.The suggestions of home pension service can be used for reference in the practice of purchasing home pension service in other regions.
