Research On Urban Management Of Law Enforcement Departments In Shenyang City

Over the past 30 years of reform and opening-up in China,the process of urbanization has been accelerating.The importance of urban management law enforcement departments in maintaining urban environment and ensuring urban development can not be ignored.The difficulty of urban management has also increased,and the urban management law enforcement work in Shenyang has been facing more and more challenges.Violations such as private construction,road-occupying operation,open-air barbecue,street selling and outdoor processing are increasing year by year.Increased workload leads to the growth of various conflict incidents.As a specific front-line work organization,the urban management law enforcement department is closely related to the people’s lives.Because it involves the vital interests of the citizens,the urban management law enforcement work can easily become the intertwining point of contradictions and conflicts,resulting in frequent occurrences in practical work,such as violent law enforcement,unfair law enforcement,cross-functional,buck-passing and prevarication.And so on.At the same time,the content managed by the law enforcement department of urban management is the means of livelihood and the dependence of life of citizens.How to reasonably solve the contradiction between people’s livelihood and management is the difficulty of this paper.In terms of the above situation,this paper takes the urban management law enforcement work in Shenyang city as an entry point,carries on the in-depth investigation from two aspects,the urban management and the citizen.It analyzes the urban management law enforcement work in Shenyang from different aspects,around the public management related theory,and taking examples by the domestic and foreign effective experience.Through in-depth analysis of its urban management mode,this paper summarizes the problems existing in the implementation of the law enforcement in the city management,mainly manifested in two aspects:the improper use of laws and regulations of the law enforcement officers and the lack of awareness of humanized service in the urban management and law enforcement departments.These problems will reduce the credibility of the government among the masses and increase the difficulty of management,and have an impact on the stability of a harmonious society.This paper summarizes the reasons for the above problems in four aspects:imperfect urban management system of urban management law enforcement departments,insufficient attention paid by the government to urban management law enforcement departments,lack of scientific application of modern innovative ideas,and inadequate publicity work.Through a detailed analysis of the reasons.this paper puts forward some corresponding countermeasures and suggestions from the perspectives of strengthening the construction of the law enforcement team of the urban management in Shenyang,improving the urban management system of the urban management law enforcement department in Shenyang,optimizing the urban management environment of the management law enforcement department in Shenyang,strengthening the positive propaganda of urban management law enforcement,and innovating the modern management mode.And summarize the optimization effect of the above countermeasures,through the effective implementation of the above countermeasures,strive to extend it to the urban management of Shenyang,to create good conditions for the completion of urban management in Shenyang in the future.
