Research On The "Four Stations Merge To One Station" Reform Of Township Institutions In The City N Of Guangxi Province

Township institutions are the most basic administrative organizations in China.They are closely connected with the vast number of peasants and shoulder the responsibility of providing public services to the people.They are important functional departments that form a link between the preceding and the following.Our country has been exploring a model of township institutions that is more suitable to the national conditions,and has carried out many reforms of township institutions.The 17th,18th,and 19th National Congresses of the Central Committee have all put forward the reform method of large-ministerial system.Localities are also actively exploring according to actual conditions.Guangxi township agencies have always had problems of varying degrees in their work,including insufficient law enforcement,unclear powers and responsibilities,and unclear changes in functions.The existence of these problems has a serious impact on the government’s service level and efficiency.In the context of rural construction in the new era,in order to promote rural social and economic development,adapt to the situation of rural institutional reforms,and provide better services to the people,the Party Committee and the government of Guangxi Zhuang Autonomous Region jointly launched the "Four stations merge to one station" in 2014.The pilot program of institutional reform shall be vigorously implemented in an all-round way on the basis of the trial.This reform specifically includes the reform of safety production supervision,environmental protection,village and town planning,and township land and resources institutions.Through resources integration,they established a station which contains functions of land resources,safety production supervision,environmental protection,and village and town planning.This organization is branded as a comprehensive administrative law enforcement team,which belongs to the township management,enjoys the corresponding level and fully allocated finances.At present,our country has entered the decisive stage of building a well-off society in an all-round way.This article focuses on this historical period and analyzes the reform measures of "Four stations merge to one station "in the city N of Guangxi province,and analyzes the successful experience and shortcomings in the process of township reform in the city N of Guangxi,guided by the Holistic governance theory.The solution to the common problem is to make reference for related work.This topic contains six parts.The article firstly analyzes the research background,research significance,domestic and foreign research status based on actual research and reading a large number of related literatures and works,and puts forward the main research contents and innovations.The second part focuses on the related concepts and theoretical foundations involved in this paper,including township government,service-oriented government,and the Holistic governance theory.The third part is the analysis of the status quo of the general situation of city N,the status quo of the "Four stations merge to one station" reform in the towns of city N,and sum up the effects of"Four stations merge to one station" reform in the towns of city N.The fourth part focuses on summarizing and organizing the problems appearing in the process of "Four stations merge to one station" reform in city N.It is found that there are mainly problems such as unclear powers and responsibilities of administrative law enforcement,confusion among multiple participants,low recognition of reforms,insufficient personnel skills,the lack of funding and equipment,and incomplete examination mechanisms.The fifth part focuses on the causes of problems in the reform of township institutions in the city N.The main reasons for these problems include misplacement of the roles of counties and townships,inconsistent linkages between the top and bottom of the reform model,imperfect financial system of the current "township finance and county management",lagging related legislation and systems,and incomplete transformation of the reform functions of township institutions,etc.Finally,this paper combines the theory of holistic governance to address the problems and causes of the reform of township institutions in the city N of Guangxi.The improvement measures include sorting out the relationship between counties and townships,to establish a mature assessment system,upgrade the functions of township governments,improve the ranks of cadres,introduce relevant laws and regulations for institutional reform,and carry out supporting reforms of township finances.This is for the problems that have arisen after the reform of township institutions in other provinces,cities and towns across the country,such as the lack of smooth operation of the mechanism and the inadequate transfer of departmental functions;after the merger,the cadres having different salaries and poor professional capabilities;departments standing alone;having difficulties of law enforcement forces to form a joint force;inadequate guarantee of funds and equipment.Based on this situation,this article will have strong empirical significance.
