Grassroots Governance Ability Under The Background Of Modernization Township Government Study On Institutional Reform

In April 2021,the Central Committee of the Communist Party of China and The State Council pointed out in the Opinions on Strengthening the Modernization Construction of the System and Capacity of Governance at the grassroots level that it is necessary to strengthen the capacity building of governance at the grassroots level.This requirement urgently requires township governments to make adjustments and reforms in the institutional setting,functional definition and governance content,so as to better adapt to the requirements of the country and the expectations of the public.Therefore,in this context,it is particularly important to explore the shortcomings and problems existing in the reform of township government institutions,to investigate the causes,and to put forward targeted countermeasuresThis paper takes the modernization of grassroots governance capacity as the background and basis,defines the concept of township government institution reform,and constructs the internal connection between the modernization of grassroots governance capacity and township government institution reform by combing the main theories related to grassroots governance,namely the new public management theory and the new public service theory.Then,by focusing on the typical case of Z township in Shanxi Province,this paper sorted out and analyzed the current situation,problems and causes of the reform of Z township government institutions under the requirement of modernization of grassroots governance capacity.The study found: Based on the analysis and summary of the historical development and current situation of the previous reform of the township government in the case of Z town,it is believed that after the previous reform of the township government,there have been some changes in the institutional setup,the relationship between power and responsibility,social governance,public services and organizational security,etc.,thus improving the efficiency of the township government,stimulating the vitality of development,and completing the transformation of the service-oriented government.We promoted the modernization of community-level governance.At the same time,it is found that under the requirement of modernization of grassroots governance capacity,there are still some problems in the reform of township institutions in Z,which are mainly reflected in three aspects: the responsibilities of the departments are still not clear,the person-job matching is not reasonable,and the assessment effect of institutional reform is not good.The main reason is that there are unsupportive external environment,insufficient resources for institutional reform,inadequate incentive system for institutional reform,etc.,which fundamentally restricts the modernization of grassroots governance ability.Based on the analysis of the reasons,put forward to improve the authority of township agencies,enhance the ability of implementation;Innovative ways of working to enhance the capacity of public services;Form a scientific system,improve their own internal power and other aspects of countermeasures,to further improve the reform of township government institutions.
