Research On The Transformation Of Township Government Functions After Institutional Reform

The transformation of government functions is the core of deepening the reform of the administrative system.Reform and opening up,especially since the 18 th National Congress of the Party,the continuous transformation of government functions has played an important role in liberating and developing productive forces,promoting sustained and healthy economic development,and promoting social equity and justice.The township government is the most basic government organization in our country,is the "last kilometer" of the national principles,policies,laws and regulations,is the bridge and link between the state and the broad masses of rural people,and is also the last end point of the national governance system.Therefore,it is very important to strengthen the transformation of township government functions,optimize the establishment of institutions,speed up the construction of a promising government,and better serve the "three rural work" in the current transformation of government functions.This paper starting from the current situation of township government operation and the reality of functional transformation after institutional reform in our country,based on the core requirements of institutional reform of township government and the promotion of the transformation of government functions,deeply study of the relevant theoretical content of the transformation of government functions in different countries,and analyse of the key point of the transformation of government functions in different periods of different countries.By expounding the historical course between the reform of rural institutions and the transformation of government functions,analyse the logical relationship between the reform of rural institutions and the transformation of government functions.On this basis,using the new public service theory and the theory of service-oriented government,combined with the actual situation of Z County,the case analysis is carried out to demonstrate the improvement and shortcomings of the functional transformation of Z County’s township government before and after institutional reform.Combining with the case,aiming at the new era under the new mission,the status of the town government function transformation,and highlights the problems and reasons,from the town government functional authority,the relationship between the service and management,the respect such as function relationship between townships targeted analysis,it is concluded that the main problems of five aspects: institutional reform effect is not obvious,functional position is not clear,accrual is not unified,evaluation system orientation transformation lag,staffing issues,the causes of these problems is mainly manifested in six aspects: the reason of historical development,the lack of endogenous impetus for functional transformation,the objective reality of the differentiated development of towns and villages,the financial pressure,the constraint of the press-type system and the self-interest factors.Combining with the question and the reason analysis,targeted the direction of the villages and towns government function transformation,focused on the problem oriented,put forward the five effective path of towns government function transformation: construction of responsibilities clear,administration according to law the government governance system,deepening the reform of and on power,as well as the combination of the pipes,optimization services,a sound system of villages and towns advance evaluation and ex post evaluation,to promote systematic government services,establish a scientific system.
