Study On The Rule Of Law Of Tourism In Ningxia

With the rapid development of social economy,tourism has gradually become an important way of people’s leisure life,in order to create a good tourism market environment,protect the legitimate rights and interests of all participants in tourism,and promote the healthy development of tourism,in August 2015,the State Council put forward the concept and development strategy of tourism-wide tourism,and speed up the structural reform of tourism supply side.In September 2016,the National Tourism Administration included Ningxia in the First Creation List of the National All-Area Tourism Demonstration Zone,becoming the second provincial-level "National Tourism Demonstration Zone" after Hainan.Ningxia Hui Autonomous Region is located in the western part of China,has a long history of humanities,is the ancient"Silk Road" must pass through,the characteristics of tourism resources are conducive to the development of tourism.The development of tourism in Ningxia is of great significance for promoting economic and social development,national harmony and unity,and helping the region to fight poverty.Ningxia’s development of tourism can not be separated from the protection and promotion of the rule of law in tourism,we must vigorously promote the construction of the rule of law in tourism.This paper selects Ningxia whole-area tourism rule of law as the research object,through combing the relationship between whole-area tourism and rule of law construction,it is concluded that the construction of the rule of law is an important guarantee of the whole-area tourism strategy,the author found through research,after many years of practice Ningxia in the whole-area tourism construction has achieved obvious governance effect.However,in the construction of the rule of law to cure the results of tourism governance in the whole region,there are still many problems such as imperfect tourism legislation,poor effect of tourism law enforcement in the whole region,unobstructed way to resolve tourism disputes,difficulties in defending the rights of tourists and tourism practitioners,and poor order in the tourism market,which is still far from the requirement of "rule of law in tourism governance" put forward by the 19th National Congress of the Communist Party of China.By proposing and perfecting the laws and regulations of tourism in the whole region,perfecting the comprehensive management mode of tourism in the whole region,opening up the way of resolving disputes over tourism,promoting the construction of the standardized governance mechanism of tourism,and cultivating the awareness of the rule of law among the participants of all parties in tourism in the whole region,we hope to build a brick and mortar for the construction of the rule of law of tourism in Ningxia.
