Township civil servants are the final executors of the decisions made by the superior Party committees and governments,and their working efficiency and working level are directly related to the implementation of the policies of the Party and the country.Motivation is the core issue of human resource management,which is of great significance to mobilize the enthusiasm of staff.ZY Town is located in the north of Wenzhou.In recent years,the tasks of poverty alleviation,urban construction,economic development and stability maintenance are arduous.In contrast,the incentive effect of civil servants in ZY Town is not strong,and some civil servants appear job burnout and lack of sense of responsibility,which leads to the unsatisfactory promotion of work.Therefore,it is of great significance to carry out the study on civil servant incentive in ZY Town,Wenzhou.This paper centering on the servant incentive in ZY town,takes all civil servants as the research object,in combing inductive grass-roots civil servants motivation on the basis of research achievements at home and abroad,to determine township civil servants,motivation,distribution and recovery of 130 copies of questionnaire,interview of civil servants of20,in order to summary the general situation of ZY town of existing incentives,incentive effect.In the survey,it is found that there are some problems in civil servants’ incentive in ZY Town,such as poor salary incentive effect,poor promotion communication channel,unscientific performance appraisal,and insufficient guarantee of working environment.On this basis of above,relying on the two-factor theory,and the theory of hierarchy of needs theory,fair theory tools,from the salary,promotion communication,performance appraisal,the work environment four dimensions in-depth analysis of the causes behind the ZY town incentive problems,and from the perspective of macro and micro angles has proposed countermeasure and the suggestion of improving the efficiency of ZY town civil servant.
