Gender equality and family planning are two basic national policies formulated by the Chinese government in accordance with the practical needs of economic and social development.On the one hand,it is the mission of the Chinese government to control the employment discrimination of women and achieve gender equality.Since the establishment of the Chinese government,even up to the time of the revolutionary war,the government of the Russian region has attached great importance to the development of women’s liberation,affirmed the status of women as "half sky",and actively managed the employment discrimination against women.Chinese women have obtained unprecedented development opportunities in history.On the other hand,in order to alleviate the adverse situation of aging population and declining birth rate,the Chinese government timely adjusted the family planning policy from the one-child policy to the universal-two-child policy.The career interruption caused by childbirth has seriously affected the stability and continuity of female career.The implementation of the universaltwo-child policy has magnified this negative impact.Although not all women will give birth to one or more children,this possibility makes employers’ recruitment and the recruitment of female workers be full of concerns.Taking gender as the only employment standard,the implementation of employment discrimination illegal acts has damaged the rights and interests of female workers and is not conducive to the implementation of the basic national policy of gender equality。Based on the comprehensive two child policy,this paper mainly discusses two issues:female employment discrimination and government governance of female employment discrimination.It can be roughly divided into four parts.The first part combs the research on female employment discrimination at home and abroad;Define the concept of female employment discrimination and comprehensive two child policy;This paper introduces the theories of government governance,competition market discrimination,market failure and government intervention.In the second part,through questionnaire survey,HR interview and other methods to understand the current situation of women’s employment,compared with men’s employment situation,it is concluded that women’s employment discrimination mainly includes four aspects: high employment threshold,different pay for the same work,difficult promotion and compressed birth security.Further put forward the particularity of women’s employment discrimination under the background of the comprehensive two-child policy,fertility is the biggest reason to hinder women’s employment,the comprehensive two-child policy strengthens women’s employment discrimination,women’s employment discrimination is not conducive to the comprehensive two-child policy.Based on the framework of subject construction,public policies,laws and regulations,social culture,this paper reviews the government’s governance practice of female employment discrimination,and summarizes the achievements.The third part: find the problems in the process of government governance of female employment discrimination,such as the weakening of administrative functions,the lack of comprehensive two child supporting policies,the imperfect legal system,the lack of in-depth cultural construction and so on.Further analysis of the causes can be summarized as the lack of functional subjects,the lack of female consciousness in policymaking,and the over reliance on propaganda means.The fourth part,learning from the successful experience of Norway,Sweden and other countries,combined with the situation of medieval countries,puts forward some feasible ways,such as clarifying the subject of responsibility,improving the supporting policies,perfecting the relevant legislation,and constructing the social and cultural environment by multiple means.
