At present,children in distress of establishing a file in China still face difficulties such as poor family financial status and long-term absence of their parents,and have developmental problems such as feelings of pain and abandonment,tendency to isolation and depression,difficulty in controlling one’s emotions and depression,unclear ideal goals or short-sightedness,etc.The welfare system itself also suffers from low welfare penetration and frequency,emphasis on material assistance,and insufficient and effective implementation at the school and community ends.Using SPSS software to analyze data,it is concluded that the development status of children in distress is significantly related to family atmosphere,family economic status,frequency of meeting with parents,parent education level,school welfare and other factors.However,community welfare may not be significant due to serious defects and deficiencies.From the perspective of capital culture,family defects and the developmental deviation of children in distress caused by family defects through financial pressure and lack of guardianship;the impact and differentiation of schools due to their emphasis on material assistance,age at school,unified collective inheritance,and unbalanced distribution of educational resources;the limited material help and lack of service provision in the community and society will cause the invalidation of welfare.It has made it difficult for families,schools,communities,and society to provide effective support and assistance to children in distress,and even become a negative factor in the development of children in distress,and become "innocent perpetrators".However,the current domestic welfare system for children in distress dominated by the residual welfare model has disadvantages such as limited material assistance and lack of service provision,emphasis on post-event response,lack of attention to the family,and compulsory education that is difficult to bridge the gap.From the perspective of capital culture,the welfare system for children in distress focuses on limited economic capital support and the lack of cultural capital support other than compulsory education,which has become the root of affecting the development of children in distress.There is an urgent need to support the improvement and development of the economic and cultural capital of children in distress,that is,China needs to build a welfare system for children in distress that calls "Support both economic and cultural capital ".In order to achieve this goal,it is necessary to base on the capital essence of "Support both economic and cultural capital " that effectively exert all economic capital and cultural capital support;it is necessary to combine the current situation and disadvantages of the welfare system for children in distress to establish four improvement directions,including further improving the overall welfare level;it is also necessary to learn from the traditional "Support both economic and cultural capital " thinking and the benign characteristics and limitations of welfare practices in the late Qing Dynasty under its guidance,and to learn from the four aspects of welfare practices embodied in the Western welfare state in popularizing all children’s regular allowances and special allowances for children in distress.Specific measures to improve the welfare system for children in distress with "Support both economic and cultural capital " include establishing and improving an appropriate universal child welfare system,giving full play to the role of the system to guide families,continuing to deepen educational reforms,and strengthening welfare access,adjustment,withdrawal,and supervision mechanisms.
