Welfare Support System For Left-behind Children In Rural Areas

The problem of left-behind children began in the 1980 s,which accelerate the process of urbanization in China.The main reason behind the problem of left-behind children welfare lies in the fact that no subject can effectively compensate the missing welfare item after the family leaving.So that the responsibility substitution and responsibility transfer of some welfare items appear vacuum on the welfare supply.Constructing on welfare of left-behind children is not only beneficial to the healthy growth of the left-behind children,but also provides the guarantee for the modernization construction of our country.This paper mainly adopts the subjective analysis method.Firstly,it divides the mainstay of left-behind children welfare from the angle of welfare pluralism,which is divided into public sector,market,family and society.By comparing and analyzing the concrete construction of the national welfare,social integration,market-oriented and family-supplied children welfare,it is found that the public sector mainly provides institutional security services,and the trend of family welfare is universal.The development of welfare organizations is essential.The market need to further expand for child welfare projects.Welfare pluralism as anarchically framework to analyze the current status of left-behind children welfare support in our country,the article found widespread single governance,governance type,intermittent governance,etc.On the basis of this,paper makes an empirical research on the present situation of the welfare of the left-behind children in China.The AHP-based fuzzy comprehensive evaluation method is used to analyze the actual results of the left-behind children’ welfare level.On the left-behind children welfare support system construction,the first child welfare construction experience in western countries for reference.Based on the results of fuzzy comprehensive evaluation and experience of foreign children welfare construction,this paper proposes to build a support system for left-behind children,which is supported by the left-behind children on the microscopic basis.We need to build a public-oriented,family-centered,market and social welfare system.Paper Propose the left-behind children welfare support system and the correspondingcountermeasure suggestion with the welfare subject.And welfare subject put forward shift from child welfare concept,main body participation more left-behind children welfare,on the basis of the family left-behind children welfare policy,promoting the development of left-behind children welfare services.
