| With the strengthening of the global warming trend,the two major elements of energy and navigation channels have helped the Arctic region to become one of the strategic centers of today’s international structure.Issues that were previously uninterested or little-known have increased their exposure,and Arctic affairs towards securization.Studying the process of Russia’s desecurization of Arctic affairs can supplement the explanatory power of the security theory and provide important practical experience for the desecurization path.This article selects the‘Arctic:Territory of Dialogue’Arctic International Forum as a case study.The Forum is a key platform for discussing current issues relating to the socioeconomic development of Arctic regions and for developing multi-level,multilateral mechanisms for joint discovery and effective exploitation of the Arctic’s rich natural resource potential.After researching,we can find that Putin,as the main speaker of Russian policy,has set up relevant agendas,framed relevant Arctic discourse,promoted Arctic international cooperation,and carried out de-secure operations on Arctic affairs.The desecurization of the Arctic region will help Russia use environmental issues to engage in dialogue with Western society,solve the difficulties caused by Western sanctions and arms races,and facilitate the development of energy and waterways in the Arctic region and international cooperation.Although restricted by international and domestic factors,Russia still faces many difficulties in promoting Arctic cooperation through desecurization efforts.However,Russia has demonstrated the openness and cooperative side of its Arctic policy in this process,and Russia’s practice has provided the international community with experience that can be used for reference in realizing the "desecurization" of issues. |
