Research On Emergency Linkage Mechanism Of Public Emergencies In C City

The world is experiencing unprecedented changes.The COVID-19 global pandemic has accelerated the evolution of the great changes,and the world has entered a period of upheaval and change.All kinds of public emergencies have become an important factor affecting social stability.As China enters a new stage of development,realizing the modernization of social governance system and governance capacity and scientifically dealing with public emergencies have become a major challenge.Public emergencies expose the contradictions and shortcomings of social development and directly threaten the safety of life and property of the masses.China is accelerating the research on the system and mechanism of public emergency management.In particular,Shanghai,Jiangsu,Zhejiang and other pioneering areas have initially established a linkage mechanism of public emergency response,gradually improving their ability to deal with risks and challenges,which has accumulated valuable experience for small and medium-sized cities to reference.The cross-region and cross-disaster characteristics of public emergencies determine that the event handling is no longer a single department,a single region or even a single country that can deal with the incident independently,but requires joint action and coordinated response from all forces.This topic focuses on the research on the linkage mechanism of public emergency response in C City.C City consumes a lot of resources to deal with natural disasters,public health events,accidents and disasters,and social security events,so it is urgent to improve the linkage mechanism of public emergency response to enhance the emergency response capacity.In this paper,through methods such as literature,case analysis,qualitative analysis research points out the situation of c city emergency linkage mechanism,this paper c city emergency linkage mechanism in thought,organization,law,information,resources,and so on six aspects,this paper analyzes the reasons of problems,from hefei,nanjing,rizhao,wuxi,hangzhou and other places the emergency linkage mechanism construction experience,from promoting linkage of disaster prevention disaster awareness,optimizing the linkage system,perfect the legal system linkage,and improve the mechanism of information sharing,strengthening linkage resources,establishing the mechanism of performance evaluation and so on six aspects put forward the optimal path.Finally,the conclusion is drawn and the future development direction of emergency linkage mechanism is prospected.
