| Police assistant has played an indispensable role in the public security work in China for a long time.In 2016,after many modifications and deliberation,the State Council issued the opinions on regulating the management of police assistant personnel of public security organs.Since then,the management and control methods of police assistant personnel in China have been preliminarily standardized.On March 30,2019,three years after the implementation of the opinions,Shandong Province issued the management measures for police assistant personnel of public security organs of Shandong Province,which provides important basis and reference for the recruitment,performance,management and social security of the police officers in Shandong Province.Although with the continuous improvement of management mode,the management of police assistant has been improved,but due to the rapid development of economy,society and people’s life style,the system construction of police auxiliary forces in many areas has not been improved,and the power and responsibility of auxiliary police personnel are still disordered,rewards and punishments are still in disorder,and the unity management of auxiliary police personnel needs to be implemented.The number of police assistant officers in D District of Dezhou City is about twice that of police,which is representative and significant in the case of the auxiliary police.Perfecting the management of the auxiliary police in District D of Dezhou is an important measure to deepen the reform of the public security in District D and promote the institutionalization of the whole police force.It is an inevitable requirement to ensure the stability of the social security management team,and is more conducive to the improvement of the enthusiasm and initiative of the auxiliary police work,so as to give full play to the fighting power of this special police force.By using the methods of questionnaire and interview,this paper makes a systematic analysis of the social background,management mode and existing problems of the auxiliary police officers in D District of Dezhou City,and puts forward some constructive suggestions in the part of countermeasures.Because the author has been engaged in grass-roots public security work,around the auxiliary police personnel’s social status,identity ownership and other multi-dimensional ideas to write the paper,can stand in the perspective of auxiliary police personnel to compare and analyze the data obtained,so as to put forward a new and operable point of view.The first part of this paper is the research background and significance.This paper summarizes the background,significance,domestic and foreign research status and research methods of the management of auxiliary police personnel.The second part is related concepts and theoretical basis.This paper defines and expounds the new public management theory and comprehensive incentive theory of police auxiliary personnel.The third part of the D District of Dezhou City Police auxiliary personnel management status and problems presented by the investigation and analysis,to provide detailed analysis data for the paper writing.The fourth part analyzes the auxiliary police data of D District public security organ in Dezhou City,deeply analyzes the problems and reasons of auxiliary police personnel management in D District.The main problems include:frequent turnover of personnel,unbalanced professional quality,unreasonable salary structure and lax sense of honesty and self-discipline.Through the analysis of the problems,we can find the causes of these problems,mainly including:lack of legal positioning,imperfect management system,inadequate social security and limited space for career promotion.The fifth part based on the actual survey data and scientific analysis,puts forward the countermeasures and suggestions to strengthen the management of auxiliary police personnel in D District.The main points are:to promote the legislative process of auxiliary police personnel management,improve the auxiliary police personnel management system,construct the social security system of auxiliary police personnel,and create a good career development space for auxiliary police personnel. |
