Study On The Existing Problems And Countermeasures Of Auxiliary Police Force Construction In F District Of Chongqing

Auxiliary police personnel,also known as auxiliary police,is the security personnel who do not hold the official identity of the people’s police and are openly recruited from the public according to the security situation and the needs of public security work,in order to provide for assistance and support to the daily operation of the public security organs and police activities.The auxiliary police team is under the direct command and management of the public security organ,assisting the police in law enforcement and maintaining public safety,and has become an indispensable and important force of the public security organ.The construction of auxiliary police team is conducive to the development of public security force,and is an important measure to reduce the work pressure of police team and maintain the public security environment.It is also of long-term significance to improve the social employment rate and reduce the public security financial expenditure.However,the construction of auxiliary police team is also a difficult task in the reform of public security because the auxiliary police team is in an awkward position due to various reasons such as the lack of clear regulations in relation to its division functions and authority of law enforcement.By using the theory of humanistic management and the method of fair management.Chongqing municipality has carried out the management of auxiliary police in an orderly and effective manner,and has explored a mode of auxiliary police management with local characteristics.Combining with the specific work practice and experience of the author,this paper is based on the theory of new public management,human-oriented management,equity theory and human resources theory as theoretical support.By using mainly the method of investigation and research,a questionnaire survey was conducted among the auxiliary police of 34 units in F district of Chongqing,and 220 valid questionnaires were collected for classification and statistics.The problems facing the construction of auxiliary police team in F district of Chongqing are identified,which mainly include:auxiliary management organization is not complete,auxiliary management system is not perfect,the powers,duties and rights of auxiliary work power is not clear,auxiliary management supervision is not fully put in place,auxiliary work pay is relatively low,auxiliary professional cognition is not comprehensive.The causes of the related problems are analyzed in this paper.In response to the problems existing in the construction of the auxiliary police force,this paper puts forward some suggestions and countermeasures,such as strengthening the construction of the auxiliary police management organization,perfecting the auxiliary police management system,clarifying the powers,duties and rights of the auxiliary police work,strengthening the overall management and supervision of the auxiliary police team,improving the treatment and guarantee of the auxiliary police team,and creating a good professional atmosphere for the auxiliary police team.This paper aims to add certain reference value to the local auxiliary police team management.
