Research On Mobilization Mechanism In Township Governance Based On The Work Of Epidemic Prevention And Control In Y Town Of S Province

As the most basic administrative unit in China,township covers the vast rural areas in China,and township governance is the cornerstone of national governance.Under the background of the modernization of governance system and governance capacity,the modernization of township governance is an important topic of township governance at present and in the future.A sudden COVID-19 epidemic in 2020 is a great test of the national governance system and governance capacity,as well as a centralized test of the governance mobilization mechanism of township governance.The ability of organization and mobilization is an important index to measure the efficiency of township governance,and the mobilization mechanism is an important aspect of township governance.The ability of organization and mobilization is an important index to measure the efficiency of township governance,and the mobilization mechanism is an important aspect of township governance.This study takes the epidemic prevention and control work of Y town in S Province as an example,takes the direct and indirect mobilization process,methods and effects of township government for people,money and materials in the area under its jurisdiction as the observation object,and uses the methods of literature analysis,participatory observation,case analysis,etc.to analyze the present situation of the mobilization of township governance mechanism,study the shortcomings and weaknesses of the mechanism exposed in the specific work,put forward countermeasures and suggestions,and put forward some constructive references for the modernization of the mobilization mechanism of township governance.Specifically,on the basis of fully draw lessons from previous academic study,implications of the governance of villages and towns from governance mobilization mechanism of connotation and denotation as well as the relevant laws and regulations,basic theoretical work,this paper based on the case of COVID-19 prevention and control work of Y town in S Province,analyzing the operation condition of the mobilization in the township governance mechanism.The overall overview of epidemic prevention and control work in Y Town was made,including the overall picture of governance in Y Town,organizational measures and achievements of epidemic prevention and control work in Y Town.Combined with the reality,the structural elements such as mobilization subject,mobilization object,mobilization purpose and mobilization means of governance mobilization mechanism in Y Town are listed and described in detail.In order to present a more vivid microcosmic picture,this paper describes the operation mode of administrative mobilization and social mobilization in township governance.Based on the actual operation situation,the paper analyzes the problems and shortcomings in the following five aspects:the non-standard exercise of power,the lack of detailed means of mobilization,the lack of timely establishment of common will,the lack of coordination of administrative mobilization,and the insufficiency of social mobilization.It also analyzes the reasons that the rule of law of township governance needs to be strengthened,the institutionalization of township government needs to be expanded,the democratization of grass-roots governance needs to be promoted,and the specialization of cadre team needs to be strengthened.On the basis of theoretical research and practical tests,based on the overall background of promoting the modernization of China’s governance system and governance capacity,and in light of the actual work at the grassroots level,the paper puts forward some countermeasures and suggestions,such as strengthening the rule of law construction to guarantee the standardized operation of the mobilization mechanism,developing grassroots democracy to enhance the operation kinetic energy of the mobilization mechanism,improving the government system construction to improve the efficiency of the mobilization mechanism,strengthening the construction of grassroots cadres to improve the governance ability of the grassroots.
