| In 2020,a violent COVID-19 epidemic swept the country,which greatly tested the ability and level of local governments in China to deal with the crisis.At the same time,also exposed the current local government in the crisis mobilization process still exist problems and deficiencies.Based on the theory of public crisis mobilization mechanism,this paper analyzes the specific cases of COVID-19 epidemic management of local governments in Hubei and Jiangxi,and analyzes that there are still some problems in the process of public crisis mobilization in China,such as the weakening of government mobilization response mechanism,the breaking point of early warning and linkage system,and the imperfect horizontal linkage mechanism of departments.Social mobilization to rely too much on traditional way,using the mobilization of the public opinion,guarantee can’t keep up with all sorts of problems,such as ideology,the existing system,ability level from three aspects: the effect factors of our country public crisis mobilization mechanism has carried on the detailed analysis,and put forward to further improve the internal administration mobilization mechanism and the external social mobilization mechanism of advice:The internal administrative mobilization mechanism of the government should focus on improving the early warning mechanism,information communication mechanism and internal mobilization coordination mechanism of the government,and constantly refine the program content of mobilization response.The government should focus on strengthening the external social mobilization mechanism to mobilize the social basis of the response and build and perfect the effective social propaganda mechanism,coordination mechanism to mobilize the multi-agent,unified emergency security system and risk assessment mechanism,for the local government in China in a public health crisis crisis mobilization practice to provide theoretical basis and specific guidance in the future. |
