Research On Embedding Social Work Into Urban Primary-level Party Building

Strengthening urban primary-level party building and introducing social work expertise has become a new model for various localities to explore and improve the level of primary-level party building work in recent years.Under the Chinese discourse system,the embedded development of professional social work has become a consensus,but the research on the embedded development of social work in the context of urban primary-level party building needs to be in-depth.Based on the embedded development theory,this article uses case study methods to analyze the party building social work service items purchased by S Street in Jinan City.Through literature collection,participatory observation and semi-structured interviews,it collects data extensively and analyzes social work in depth.Embed the practical process of urban primary-level party building work,summarize the role of social work embedded in urban primary-level party building work,present the difficulties that social work faces in the embedding process,and put forward corresponding countermeasures and suggestions.Empirical research based on literature and case studies found that:(1)Social work participation in urban primary-level party building is an embedded development.(2)The embedded premise is the objective needs of party building,the high level of professionalization of social work organizations,and the advantages of geographic relations.(3)Professional services,resource links and relationship integration are the three manifestations of embedded development.Among them,the professional services provided by social work on the three levels of professional values,professional method use,and personal ability improvement have become the focus of the embedding process.content.(4)Development from marginalization to coreization,from shallowness to depth,and from dependence to independence is the current state of social work being embedded in urban primary-level party building.(5)In the practice of embedding social work into urban primary-level party building work,assisting the development of primary-level party building work,and promoting its own professionalism and subjectivity have also been further constructed,but there are insufficient professional capabilities,unclear role positioning,and service space.Difficulties such as the emergence of restrictions and formalism risks.Social workers also need to continuously improve their professional capabilities,clarify the division of responsibilities under the leadership of party building,and promote the integrated and coordinated development of social work and urban primary-level party building.
