In recent years,the capacity of institutional operation,public service and administrative execution have drawn the attention of the messes because of the advancement of political system reform,the social economy and the overall quality of the people.The Fourth Plenary Session of the 19 th Central Committee of the CPC emphasized that we must innovate administrative manner and improve administrative efficiency in order to build a service-oriented government which the people are satisfied with.As the executor of government decision,grass-roots civil servants play a vital role in the field of public service.They are the backbone of establishing service-oriented government.However,grass-roots civil servants are generally faced with many problems nowadays,such as heavy work tasks,great work pressure,low income and little upside potential.Therefore,there are many difficulties in retaining grass-roots civil servants,especially in the towns with inconvenient transportation and hard conditions.In recent years,the government has improved the organizational commitment of the grass-roots civil servants by perfecting personal system,implementing the parallel system of posts and ranks,increasing the compensation benefit and improving working conditions.Whether the approaches are effective or not,it still remains to be further discussed.The working place of the author is in Tongshan County,Xianning City,Hubei Province.It is located in the southeast of Hubei Provence.The GDP,government revenue,per capita disposable income of urban and rural residents are all at the low level.Therefore,it can provide a certain reference for the county to integral grasp the current situation of grass-roots civil servants by taking the county where the author live as the research object.The author takes the middle and below section level of the township government in Tongshan County as the research object.It makes an empirical analysis on the situation of organizational commitments of grassroots civil servants in Tongshan County based on questionnaire survey.The results of the investigation are as follows: the organizational commitment level of the grassroots civil servants in the sample is 3.73,which is at average level.The mean values of the five dimensions from high to low are as follows: normative commitment,opportunity commitment,economic commitment,emotional commitment and ideal commitment.It shows that the government has made efforts to improve the construction level of grassroots civil servants in towns.But it still cannot give a full play to the initiative of grassroots civil servants.And it remains to be improved for the further improvement of the scientific construction.Combined with the results of the investigation,the author analyzes the influencing factors of organizational commitment of the grassroots civil servants in individual level,organizational level and leadership level.And it puts forward that we must standardize the recruitment of civil servant,optimize administrative culture,innovate training mechanism,improve the performance-based compensation system and take career development seriously,so that we can improve the level of organizational commitment of grassroots civil servants.And we can improve the lower situation of grassroots civil servants.And we can increase the attraction and maintain the stability of grassroots civil servants in order to provide strong personnel security for the local economic and social development.It extends the concept of organizational commitment to the field of public management.And it takes the grass-roots civil servants as the research object.It’s angular and worthy of being studied.However,it remains to be further verified whether the results can be extended to other regions and even the whole country.
