Since the 18th National Congress,the central government has issued a series of "prohibitions" to restrict the behavior of civil servants,ranging from eight hours of working time to eight hours of living time.At the same time,under the situation of high pressure of anti-corruption,a large number of officials have fallen off one after another.Faced with the restriction of rights and the withdrawal of invisible welfare,grass-roots civil servants began to come out.The current situation of "Tucao","white plus black,5+2,low salary and intensity" has even triggered a wave of discussion.This phenomenon reflects that grass-roots civil servants are confused about the value of their work,dissatisfied with the salary and promotion channels,and grievances that do not understand and disagree with the society.Civil servant groups,especially grass-roots civil servants,continue to reduce their professional identity,leading to some "languishing,lazy,lazy,floating,procrastination" phenomenon,but also "withdrawal" and "escape" phenomenon.Based on the theory of career development of civil servants and human resource management of public sector at home and abroad,this paper selects 463 grass-roots civil servants from Meishan City,county and township level,including Party committee,government,judicial system and public security system,through literature research,questionnaire survey and in-depth interview According to the survey data,SPSS data software was used to analyze the reliability and validity,exploratory factor analysis and significance test of the differences,in-depth analysis of the current career confusion of grassroots civil servants in Meishan City,factors affecting career commitment,and put forward countermeasures and suggestions to improve the career commitment of grassroots civil servants.The study found that the professional identity of the grass-roots civil servants in Meishan city is generally not high,and their happiness is low.The main reasons are the increase of workload,the increase of working time,the increase of work pressure,and the imbalance of pay and pay.However,the young civil servants still have optimistic and positive working attitude,and they are more recognized for the work prospect.With the current national reform of civil servants,especially grass-roots civil servants,a series of provisions and measures are put forward to protect the welfare of grass-roots civil servants,care for grass-roots civil servants,in order to fundamentally solve the problem of job burnout and low happiness.
