How to motivate civil servants and increase their public service motivation,occupational well-being is the key question and challenge in public management discipline,which also is a realistic issue.Under the background of modernization of national governance system and capacity,civil servants are taking the responsibility for targeted poverty alleviation and social stability.Besides they are facing the multiple challenges form new environment as well as tasks.However,the high frequency of burnout and low level of job engagement as well as occupational well-being are the prominently issues among civil servants at grass-root level at present.Therefore,this paper focuses on the features of public services motivation,job involvement,occupational well-being based on analyzing of relative literature and tries to explore the interrelationship and peculiarity of these variables in order to contribute theoretical guidance for the establishment of a high quality and professional government faculty.This study applies multiple methods(eg:literature,analysis,questionnaire,comparative analysis)in four researches:(1)features of public service motivation of civil servants at grass-root.(2)features of job involvement of servants at grass roots.(3)features of occupational well-being of civil servants at grass-roots.(4)interrelationships between public service motivation,job involvement and occupational well-being.The four results indicated: Firstly,the public service motivation of civil servants at grass-root level include four dimensions which are eager to participate in policy-making,commitment to public interest,compassion and self-sacrifice.Several demographic variables(age,service years,administrative level etc)have significant differences in various degrees of public service motivation.Secondly,the job involvement of civil servants at grass-root level incorporate three dimensions which are focus,dedication and vitality.Several demographic variables(age,service years,administrative level etc)have significant differences in various degrees of job involvement.Thirdly,occupational well-being consists of five dimensions,which are job satisfaction,social support,income satisfaction,burnout and turnover intention,of the civil servants at grass-root level in Chongqing is lower than the average level.Last but not least,with the regression test,we find that job involvement has a partial mediating effects on four dimensions of desire to participate in policy-making,commitment to public interest,compassion,self-sacrifice and occupational well-being.Based on the results,in order to improve the quality of civil servants,this paper contend Five countermeasures.(1)improving and completing the selection and employment mechanism to find out the degree of public service motivation of civil servants.(2)enhancing the staffing distribution efficiency to maximize the job-post matching.(3)strengthening the career management mechanism which heavily concentrate on young and middle-aged civil servants.(4)improving the practice of management of organization,considering the reasonable demand of civil servants appropriately.(5)attaching great importance to and effectively improve the professional well-being of grass-roots civil servants.
