Research On The Countermeasure Of Grass-roots Government To Cope With Network Public Opinion

For our country now is in the process of social transition,rapid urbanization not only promotes economic development,but also increases social instability factors,such as social differentiation and the widening gap between the rich and the poor have led to the emergence of people’s unbalanced psychology.With the development of Internet and self-media,it provides a new carrier for the generation and dissemination of public opinion,and then presents a complex and uncertain network public opinion ecology.Deepening the reform of the administrative system in an all-round way has made new adjustments to the power structure.Simplification and decentralization of government means that local governments are undertaking more and more governance tasks.Especially for the grass-roots governments,they are facing not only the pressure of higher-level government assessment,but also the challenge of network public opinion.At present,the mobile Internet is rapidly popularizing,and it has become an important channel for the public to express their social and public opinions.The positive and negative effects of public opinion coexist,and the governance of network public opinion has become an important part of social governance.In 2017,the Nineteenth National Congress of the CPC clearly put forward that we should strengthen the construction of Internet content,establish a comprehensive network governance system,and create a clear network space.This statement provides the direction and basic guidance for the government’s network public opinion governance.Taking the governance of network public opinion in Wujin District of Changzhou City as the research object,this paper clarifies the research ideas by sorting out the monographs and policy documents:Internet public opinion is the manifestation of social public opinion and the aggregation and amplification of social problems;Social problems are mostly concentrated at the grass-roots level,and the starting point of the generation and dissemination of network public opinion begins at the grass-roots level.Therefore,the grass-roots government is at the forefront of network public opinion governance,and also becomes an important subject of network public opinion governance.On the basis of clear research ideas,this paper uses network governance theory and multi-center governance theory to explain the network public opinion environment,main body and rules,and constructs the network comprehensive governance analysis framework of "governance environment-governance main body-governance rules".There are four main problems in overdescribing the practice of WujinDistrict of Changzhou City in dealing with the network public opinion:grassroots government governance concepts,staffing and team building,professional skills and resource input,and response mechanism of network public opinion.On this basis,aiming at the problems existing in dealing with network public opinion in Wujin District of Changzhou City,this paper tries to optimize the ability and level of grass-roots government to deal with network public opinion from three aspects: network public opinion ecology,network comprehensive governance system and network public opinion technical support,based on the framework of network comprehensive governance analysis.
