Research On The Path Of Public Opinion Guidance And Control In Public Crisis Events

From “SARS” to outbreak of “COVID-19”,government as public managers are often faced with crisis challenges,because of increased social mobility,increasingly developed public media and information technology is changing with each passing day,the resulting flow of public opinion has become a major subject for the government.The characteristics of the generation,dissemination and diffusion of public opinion under public crisis events determine that public managers must pay attention to it.Every public crisis is a challenge of the public opinion field and a test of the governing ability for the modern government.The purpose of this thesis is to analysis the gain and loss of public opinion guidance and control under the background of two public crisis--the SARS and COVID-19,summarizes the existing problems of present government in public opinion guide and control,and lead to public opinion guiding principle,to avoid misunderstanding,proposeThe path and countermeasures of public opinion guidance and control.As a public manager,the modern government must scientifically and reasonably guide and control public opinion,adhere to the principles of“open and transparen”“appropriate time ”“reasonable,reasonable and legal”in this process.At the same time,be able to lead the value orientation,pay attention to shaping the image of the government,take reasonable measures to hedge some inevitable adverse effects.In the specific implementation,public managers need to improve the public opinion monitoring and early warning mechanism,optimize the public opinion guidance and control skills,and pay attention to the application of new technology in the public opinion guidance.
