Public Participation In The Theory Of Community Policing

Strengthening public participation in community policing is not only an important aspect of community policing construction,but also an important way to improve social governance system and enhance social governance capacity.It plays a fundamental role in promoting the modernization of national governance system and governance capacity.Community policing is an intelligent and modern policing mode,which is based on the community,centered on the public security of the community,dominated by the community public and community police,and based on the cooperation between the police and the people.The purpose of this study was to present the basis of the practical problems of public participation in the community policing,to the public participation in the political science and public administration,combined with the party committee leadership,government responsibility,nongovernmental support and public participation,democratic consultation,the rule of law,security,science and technology support system of social governance,explore a set of based on community policing,community based on the full participation of social public security governance mode.Based on the above ideas,this paper is divided into the following parts:The first part,as an introduction,mainly includes the question,research significance,research status and research innovation points.The second part is an overview of community policing and public participation.The main content includes the concepts of community policing and public participation,the discrimination of relevant concepts of public participation in community policing,the concepts and characteristics of public participation in community policing,so as to determine the research basis of this paper.The third part is several basic issues of public participation in community policing,mainly including: the theoretical basis of public participation in community policing,the basic principles of public participation in community policing,the working mechanism of public participation in community policing and the basic forms of public participation in community policing.The fourth part is the practice of public participation in foreign community policing and its limitation.The main content includes: the introduction of the practice of community policing in the United States,Britain,Japan and other countries and the limitation of their community policing mode in China.The fifth part is the practice and existing problems of public participation in community policing in China,which mainly includes: the practice of public participation in community policing in China and the existing problems of public participation in community policing in China at the present stage.The sixth part is the countermeasures to improve the public participation in community policing in China.The main contents include: establishing the community policing concept of integrated police and people,adhering to the basic principles of public participation in community policing,improving various mechanisms of public participation in community policing,and creating a good atmosphere for the public to participate in community policing.
