The Research On The Socialization Of Public Security Policing

In the 1980s,under the tide of new public management reform,Western countries launched a police privatization campaign,introduced the market mechanism into the police work,changed the independent provision of police services by the state,pioneered the government and society to jointly maintain social order,achieved no growth and improvement in the police force,and achieved Good social effect.The socialization of police is the theory generated by the collision with China’s traditional common governance after the introduction of Western police privatization ideas into China,which promotes the establishment of a new pattern of public security governance in China,promotes the process of social governance,and also conforms to the modern country’s concept of building a service government.At present,there are still many problems in the socialization practice of public security policing in China,such as vague definition of socialized boundaries,imperfect legal mechanisms,and different quality of social subjects.It is necessary for the joint discussion of theoretical and practical circles to improve the socialization mechanism of public security police,and give full play to its due effect.Academic research on the socialization of policing has the characteristics of fragmentation,most of which are carried out from the theoretical aspects of necessity and feasibility,with fewer practical research,and less specific measures related to the socialization of policing.This paper takes the socialization of public security police as the research object,and uses literature research,historical research,comparative research and case study to carry out research from both theoretical and practical aspects.The full text is divided into six parts:The first part is the introduction,which introduces the research background and significance of this article.The second part is a conceptual definition and analysis.The concepts related to this study,such as public security,policing,police socialization and public security police,are theoretically summarized,and the meaning is analyzed with similar concepts such as third-party police and public security contracting.The third part is the research basis.On the premise of summarizing the theoretical basis of this research,the third part puts forward the practice of the emergence and development of police socialization,and demonstrates the necessity of socialization of public security police from both theory and practice.The fourth part is to sort out the practice,sort out the current situation of socialization of public security policing in China from four aspects: form,characteristics,effect and current problems,and put forward the viewpoint that border issues hinder the socialization development of policing.Parts five and six are the footholds of this article.Referring to extraterritorial experience,on the basis of clear boundaries,they propose to strengthen institutional security,improve the quality of social subjects,refine the terms of reference of subjects,expand new ways of socialization,refine their scope of responsibilities in nature,create new ways of socialization of public security and police,and increase the participation of market subjects.Finally,the effectiveness of the main body of public security is released with a pluralistic linkage mechanism,promote the socialization of public security policing in China,and build a more stable social security order.
