Research On The Moral Governance Of Village Living Communities

The "village-to-house" community is the product of the urbanization process,the result of the withdrawal of the village-to-house under the leadership of the administrative forces,and the transformation and reconstruction of the rural society."Village to live" community will become an important part of urban grass-roots society.With the development of urbanization and the reform of household registration system,more and more "village to live" communities will appear.Although the "village to live" community is small,but implicated in thousands of households,is an important foundation of social governance,in the process of transformation and development is facing economic,political,cultural,social,ecological changes.The residents of the "village to house" community are also changing from the villagers to the citizens.The residents’ morality can not only stay in public places to stress the requirements of civilization,get on the bus and queue,and take the initiative to give up their seats.It needs to be in line with the new era in terms of ideological level,political consciousness,moral quality,cultural accomplishment and mental state.Moral governance is to lead moral norms,strengthen moral identity,guide moral practice,improve moral level and ideological realm,strive to reduce the gap between urban and rural development,so that all people can share modern civilization,and gather strength for the realization of a well-off society.The author pays close attention to the governance of the community in the ordinary working life.The hot discussion of moral governance in academic circles has aroused the attention of the author,and there are some arguments about the concept of moral governance,which are mainly reflected in two levels: one is to understand morality as a means of governance,which is an instrumental explanation;the other is to simplify "carrying out special education and governance on outstanding problems in the field of morality in depth" into moral governance,that is,to govern immoral phenomena.The author believes that there is no denying that "moral governance" can be understood from the level of moral as a means of governance,but if moral problems arise,how to moral governance? Therefore,since moral governance depends on moral governance,it is necessary to first manage the moral itself,purge the serious bias in the moral value orientation,in order to establish the moral value orientation.Therefore,the "moral governance" discussed in this paper is to manage moral problems,to build in the ideological field,to cultivate a concept,to shape a spirit,to establish a fashion,which is more in line with the 18 th National Congress of the Party put forward "to carry out in-depth education and governance of outstanding problems in the moral field ".The study of community moral governance of "village to house" is to manage the moral problems existing in "village to house" community.But this kind of governance should be closely combined with the current background of the times,in the process of vigorously promoting the modernization of national governance capacity,based on the theory of social governance is more vitality and practical significance.From this,the author carried out the investigation and research,through the questionnaire survey,the party member forum and the case interview way to "the village changes the residence" the community moral governance present situation has carried on the investigation.From the community perspective,management perspective,personal perspective to explore the "village to live" community moral issues.There are complex and profound reasons behind these moral problems,not only the low cultural literacy of residents.The transformation of village to residence has brought about economic enrichment,and also caused disputes arising from interests,such as the demolition and disposal of assets,which has also affected residents’ trust in the two committees.After the withdrawal of the village to build a house,the village committee has not fully adapted to the work system of the neighborhood committee,the risk of staff thinking laziness,the weak sense of political ethics of party members and cadres,and these transformation changes have also brought some negative impact to the residents.After the village was converted,the residents lived in a series of high-rise buildings due to the shrinking of public cultural space,and the neighbors became the most familiar strangers.Therefore,on the one hand,the moral management of the "village to house" community should start with the main morality,party members and cadres as the leading force of the community,to refine the party spirit,residents as the main force of the community,to strengthen the community public spirit;on the other hand,from the external environment,to do a good job of system protection,promote moral practice,internal and external combination of "village to house" community moral governance.To achieve effective moral governance will certainly strengthen and dispel evil,so that residents have a sense of acquisition,happiness,security,for the realization of the great rejuvenation of the Chinese nation to gather strong spiritual strength and moral support.
