| In 2013,the State Council promulgated the Air Pollution Prevention and Control Action Plan,which included "Promoting the Clean Use of Coal.County P,located in the Beijing-Tianjin-Hebei co-development zone,began to implement a clean treatment policy for civilian bulk coal in early 2016.It has formed some experience and mode in the implementation of the clean coal treatment policy,which is of great guiding significance to the optimization of the clean coal treatment policy of the grass-roots government in our country.The purpose of this paper is to investigate the problems in the implementation of the policy of clean coal for civilian in P county,and to explore the further optimization countermeasures for the policy implementation.State from the concept and theory of civilian scattered coal and public policy implementation,this paper mainly adopts literature research method,case analysis method,social investigation method and comparative analysis method to systematically analyze the implementation of civil scattered coal cleaning treatment policy in P county.This paper includes five chapters.Chapter 1 introduces the research background,significance and ideas.Chapter two expounds the core concepts of civilian scattered coal and public policy implementation,as well as the theory of public policy implementation and the advantage of cooperation.The third chapter,through collecting,summarizing and sorting the basic situation of the clean coal treatment policy in P county,introduces the implementation of P county policy characteristics and work progress.The fourth chapter introduces the opinions of the public,the policy implementers and the coal operators on the implementation of the clean coal treatment policy in P county through questionnaires and personal interviews respectively,and digs into the existing problems.The fifth chapter focuses on the comprehensive analysis of Britain,Germany,Japan and Beijing,Tianjin and Hebei to find out the experience we can learn from.The sixth chapter puts forward some thoughts and suggestions on perfecting the implementation of the policy.The author thinks that it is necessary to form a systematic idea to optimize the implementation of the policy of clean coal treatment for civilian use,including optimalizing the relevant national laws and standards,optimizing the supporting services for the implementation of clean coal treatment policy in P county System,strengthening the tripartite cooperation among the P-county Government-Enterprise and the masses,supporting the local clean coal production and distribution system construction and enterprise technologicalinnovation,giving full play to the government’s law enforcement and supervision role,formulating a reasonable and comprehensive assessment system,strengthening publicity and guidance,making information public.This research provides a scientific,reasonable and operable reference and basis for optimizing the implementation of the policy of clean treatment of scattered coal in the future,and also has reference significance for the improvement and innovation of clean treatment policy of scattered coal.It is hoped that through this research,the state and society can pay more attention to the clean treatment of civilian scattered coal,and implement the clean treatment policy of civilian scattered coal better. |
