| In the practice of local government governance,the target management responsibility system has been widely applied by local governments through a set of comprehensive management methods which take the index system as the core,the responsibility system as the basis and the assessment system as the driving force,and it has become an important system form for local governments to deploy their work and implement their tasks.As the smallest administrative unit in the hierarchical system of government,township government is the ultimate undertaker and executor of the target task.Therefore,the target management responsibility system has become an appropriate breakthrough point to illustrate the daily actual operation of township government and the interaction between county and township governments,which is of great significance to understand the national governance logic of grassroots society and improve the governance ability of grassroots government.Based on the investigation of township government and the specific events of "clean management of bulk coal",this paper discusses the dynamic development process of target management responsibility system in grass-roots governance.Meanwhile,through the discussion of the environment and organizational structure of the township,this paper further analyzes the operation logic and behavior strategy of the township undertaking target management responsibility system.In the case study,the county government carries out target responsibility allocation and task supervision by means of meeting mobilization,setting up special organizations,on-site supervision and assessment.At the township level,because of the restriction of administrative resources and the particularity of governing environment,the grass-roots government accomplishes its objectives by means of resource reorganization and organization construction in the process of implementation.The concrete manifestations are as follows:Firstly,through territorial management and responsibility insurance,the township has established a clear responsibility grid system internally,and by means of job ranking,effectively stimulated the competitive consciousness of township cadres.Secondly,the operation logic of the working team and the dual identity of the cadres in charge of the district effectively coordinate the coordination and interaction among the staff in the township.Thirdly,through the establishment of closer and stable links between villages and township,township has effectively ensured the transmission and implementation of various tasks.The establishment of township management area is essentially the tension between text arrangement and actual operation in grass-roots governance practice.Based on this,this paper expands and discusses the daily work mode of township,and briefly summarizes the characteristics of township operation and its organizational structure types under the set-up of district. |
