For a long time,our country has formed the distribution pattern of large and small settlements of all nationalities.Due to the constraints of natural and human factors such as the bad geographical environment,the complex local conditions and the deep-rooted traditional ideas,the rural transportation in ethnic areas in China is not convenient,the infrastructure is not perfect,the economic development is relatively slow,and the grass-roots party construction and rural governance in most areas are relatively backward.In such an environment,the task of the construction of rural grass-roots party organizations in ethnic areas is the most arduous,but also the most important and critical.The political function is the foundation of the rural grass-roots party organization,the command of the rural Party construction,and the political guarantee throughout the whole process of rural reform and development.This has always been distinctive in Marxist party theory,and it is also an important experience of the Communist Party of China on strengthening the construction of rural grass-roots party organizations.Therefore,in order to implement the strategy of rural
