Rural Grassroots Party Organization Construction In S Town,Dongpo District,Meishan City Under The Vision Of Rural Revitalization

Position the new age of the CPC Central Committee and the State Council and the new task of "agriculture,rural areas and farmers",the new target made an important decision to implement the strategy of "rural revitalization" deployment,rural grassroots party organizations as a primary party fighting forts,is implementing the strategy of "rural revitalization" "organizers" and "execution",to strengthen the construction of rural grassroots party organizations is the implementation of "rural revitalization" political premise and organization guarantee.Based on the implementation of rural revitalization strategy as the background,this paper conducts relevant research on the construction of rural grass-roots Party organizations during the implementation of rural revitalization practice in S Town.Through a large number of literature review to understand the relevant research situation at home and abroad,reasonably designed and issued questionnaires,field visits to S Town Party and Government office,rural revitalization Office,agricultural service center,economic development office,village(community)responsible persons,Party affairs workers and other relevant personnel to collect relevant data and information.Based on the new public service theory and the party building theory,the research is carried out by questionnaire survey,field investigation and case study.The relevant content of this study is mainly divided into the following three parts:Part ONE: Introduction,theoretical basis and related concepts.This paper briefly introduces the relationship between the implementation of "rural vitalization" and the construction of rural grassroots Party organizations: on the one hand,the construction of rural grass-roots party organizations provides endogenous impetus and organizational guarantee for the implementation of rural vitalization strategy;On the other hand,the vigorous promotion of rural revitalization strategy has consolidated the leadership core position of rural grassroots Party organizations,and also put forward new and higher requirements for the construction of rural grassroots Party organizations.The research ideas and methods are clarified,the relevant contents of the new public service theory and the Party building theory are elaborated,and the scope of the research is clarified based on the definition of rural grassroots Party organizations and the construction of rural grassroots Party organizations.The second part: analysis of current situation and existing problems.From S town rural revitalization practice in the rural grassroots party organization construction status quo.This paper introduces the basic situation of rural areas in S town,and analyzes the rural environment of rural revitalization and the construction of grassroots party organizations in S Town.Combined with the relevant contents of party building theory,this paper analyzes the current situation of rural grass-roots Party organization construction in S town from the aspects of organization setting,ideological construction,cadre team construction,system construction and style construction,and briefly introduces the initial achievements of rural grass-roots Party organization construction in S town in the practice of rural revitalization.Through the current situation of S town to find the rural grassroots party organization construction problems in the practice of rural revitalization.The third part: analyze the reasons and put forward countermeasures and suggestions.This paper mainly analyzes the reasons for the problems existing in the construction of rural grassroots Party organizations in S Town during the implementation of rural revitalization practice from two aspects of its own factors and external factors,draws conclusions and puts forward countermeasures and suggestions for the next step of promoting the construction of rural grassroots Party organizations in S Town.According to this study,the current rural grass-roots Party organization construction in S town mainly has the following problems: ideological learning being a form,low autonomy,low industry coverage rate,unreasonable establishment of party branches,weak and lax Party organization,low professional quality of party personnel,lack of innovation,"vacancy" of regular cadres,high mobility of young party members,lax management of party members,insufficient reserve force.System implementation is not strict and so on.Analysis of existing problems of its own factors mainly include: lack of party member cadre ideological examing the rural grass-roots party organization development,the organization set up unreasonable influence force of rural grassroots party organizations improve,cadres structure "aging" "low degree of impact of rural grass-root party construction work,party member quality affect the level of the rural basic-level party organization construction;External factors mainly include: rural economic backwardness,solidified social concepts,lack of human resources and insufficient funds for village party organizations,which objectively restrict the development of rural grass-roots party organizations.Combined with the conclusion,feasible countermeasures and suggestions are put forward for S Town to improve the construction of rural grassroots Party organizations in the next step: first,to further strengthen the ideological and political construction,strengthen the sense of the purpose of the people;Second,to further optimize the structure of party members and improve the overall quality of cadres;Third,to further strengthen the system construction,standardize the management of party members;Fourth,we should develop village-level economy through multiple channels and train and attract outstanding talents.
